Ukroboronprom Announced a Competition Following Smetanin’s Resignation: Who Is Temporarily Leading the Company

The Joint-Stock Company “Ukrainian Defense Industry” (Ukroboronprom) has launched a competitive selection process for a new CEO following the dismissal of Herman Smetanin. Until the selection process is complete, the company will be led by Serhiy Boev, who has been appointed acting CEO.

Why Did Herman Smetanin Resign?

On July 14, Herman Smetanin announced his resignation as CEO of Ukroboronprom.

He did not disclose the official reasons for his decision.

At the same time, his resignation came after widespread public outcry following a Russian military strike on one of the defense company’s warehouses in Vyshneve, Kyiv Oblast.

After the attack:

  • several streets were destroyed;
  • dozens of residential buildings were damaged;
  • nine people were killed;
  • more than 600 people were evacuated from the danger zone.

Following the tragedy, Ukrainian President Volodymyr Zelenskyy heard reports from law enforcement agencies regarding the causes of the emergency.

Earlier, Ukroboronprom announced the dismissal of the heads of two state-owned defense enterprises.

Other officials whose actions or inaction could have led to serious consequences during the Russian attack were also dismissed.

The investigation is ongoing.

Ukroboronprom has announced a competition to select a new CEO

The company reported that following the dismissal of Herman Smetanin, the Supervisory Board has launched an open competitive selection process to find a new head of the state-owned defense conglomerate.

Until the selection process is complete, Serhiy Boev has been appointed acting CEO.

The press office thanked Herman Smetanin for his work.

“The team at JSC ‘Ukrainian Defense Industry’ sincerely thanks Herman Smetanin for his effective leadership, professionalism, dedication, and the results achieved,” the company stated.

Who Is Serhiy Boev

According to Ukroboronprom, Serhiy Boev has many years of experience in the defense industry, public administration, and international business.

He began his career in the UK banking sector as an analyst at the international financial institutions JPMorgan Chase & Co. and Credit Suisse. He then returned to Ukraine and worked at the consulting firm Boston Consulting Group Ukraine, followed by JSC “Ukrgazvydobuvannya” and NJSC “Naftogaz of Ukraine.”

According to publicly available information, Boev received his education at:

  • Kyiv National Economic University named after Vadym Hetman;
  • the Wharton School at the University of Pennsylvania (U.S.), where he earned an MBA.

Over the years, he has served as:

  • Deputy Minister for Strategic Industrial Sectors;
  • First Deputy Minister of Defense;
  • Deputy Minister of Defense for European Integration.

Serhiy Boev was also a member of the Supreme Commander-in-Chief’s Staff.
