The government has changed the rules for sending summonses again: it will become harder to evade, easier to fine

The Cabinet of Ministers of Ukraine has made further changes to the procedure for sending summonses to territorial recruitment centres (TMCs). Resolution of the Cabinet of Ministers of 25 June 2024 No. 747 amends several regulations at once, reports "Komersant Ukrainian"
In particular, paragraph 16 of the Rules for the Provision of Postal Services has been amended. Now, a summons or other document on summoning or notifying conscripts, persons liable for military service and reservists to the military commissariat may be sent by registered mail with an inventory of the attachment and a notification of delivery.
Similar changes were made to the Procedure for Organising and Maintaining Military Records of Conscripts, Persons Liable for Military Service and Reservists. In both documents, the wording “by registered mail, mail with declared value with an inventory of the enclosures” was replaced by “by registered mail with an inventory of the enclosures and acknowledgement of receipt”.
The same amendment also affected paragraph 34 of the Procedure for Conscription of Citizens for Military Service during Mobilisation and for a Special Period.
According to the Rules for the provision of postal services, the addressee is notified of the receipt of a summons by sending an SMS to the mobile number indicated on the shipment. If the number is not specified, a message is left in the mailbox or the addressee is informed in another way established by the postal operator.
Upon delivery, the summons is served personally to the addressee. In his absence, it is served on any adult family member living with him. If no one is at home, the addressee is informed in the manner prescribed by the postal operator.
This procedure ensures maximum chances that the addressee will learn about the summons, even if they do not receive it personally.
The new rules actually provide for the possibility of imposing fines in absentia in case of failure to appear under the summons. Thus, these measures are aimed at strengthening responsibility for evading military registration and creating a strict control mechanism.
