80,000 decisions by the Medical Examination Commission and the Medical and Social Examination Commission are being reviewed in Ukraine: the first results are in

Since the beginning of 2026, law enforcement officials have uncovered dozens of cases of abuse at regional recruitment and social support centers, as well as at military medical commissions and expert teams assessing an individual’s daily functioning. This was reported by "Komersant Ukrainian", citing the National Police’s Department of Strategic Investigations.
These involve schemes to evade military conscription. Bribes reached up to $25,000.
“Police are documenting both individual cases of abuse and the activities of organized groups, which include officials from the TCCs and SPs, members of the military medical commissions, employees of medical institutions, and intermediaries,” the department noted.
In the first five months of this year, law enforcement opened 44 criminal cases against employees of territorial recruitment centers. Sixty-five people have already been placed under suspicion.
“In the course of documenting criminal schemes in the activities of military medical commissions (MMCs) and expert teams for assessing an individual’s daily functioning (ETADF), 65 criminal cases have been registered, of which 36 involve MMCs, and another 29 concern representatives of the ETADF (MSEC). As part of the investigations, police have notified 123 individuals of their status as suspects,” the department clarified.
In particular, the activities of seven organized criminal groups have been documented; these groups were involved in the illegal issuance of documents certifying unfitness for military service, the creation of fictitious groups, and the entry of false information into medical records and state electronic systems.
Forty indictments against 51 individuals have now been sent to court, and 23 verdicts have already been handed down following the review of criminal proceedings.
Among the most recent documented schemes are the organization of illegal “reservation” and travel abroad for conscripts led by a criminal authority in Odesa, the exposure of a group of medical professionals in the Kirovohrad region who issued fictitious disability certificates, as well as the arrest in the Cherkasy region of a military servicemember who, for $12,000, promised to influence the Medical Examination Commission’s decision regarding discharge from service on health grounds.
Law enforcement agencies are also systematically analyzing decisions made by the Military Medical Commission (MMC) and the Medical and Social Expert Commission (MSEC) throughout the entire period of martial law (2023–2026). In total, nearly 80,000 decisions that could have been used to illegally evade mobilization have already been referred for review. More than 10,000 of them have already been revoked, including 1,478 in 2026.
