Ukraine Will Have to Rely on Migrant Workers: Libanova Explained Why This Is Inevitable

Once the war ends, Ukraine will not be able to fully make up for its labor shortage solely by relying on the return of its citizens. Due to population decline and an aging population, the country will have to attract migrant workers. Ella Libanova, director of the Institute of Demography and Social Research at the National Academy of Sciences of Ukraine, made this statement in an interview with the YouTube channel "Komersant Ukrainian".
She emphasized that after the war, one of the key challenges for the economy will be a shortage of workers, so the government needs to start preparing for this now.
“The question is no longer whether they will be needed. The question is where they will come from and how we will integrate them,” says the demographer.
According to Libanova, Ukraine must formulate a state policy in advance regarding the recruitment and integration of foreign workers to avoid social tensions and ensure their effective adaptation.
At the same time, she emphasized that the state’s priority remains the return of Ukrainians who left the country due to the war. However, even under the most optimistic scenarios, this will not be enough to fully restore the labor market.
“Ukraine will have to work simultaneously in two directions: creating conditions for the return of its own citizens and developing an effective migration policy to attract foreign workers,” Libanova stressed, adding that without such a comprehensive approach, the country risks facing an acute labor shortage in many sectors of the economy.
