Starting today, the EU is introducing new requirements for men from Ukraine: what you need to know

Starting August 5, new rules will take effect in the European Union regarding the granting of temporary protection to Ukrainian men of draft age who are applying for this status for the first time. From now on, EU countries may require proof of fulfillment of military service in accordance with Ukrainian law.
This was reported by "Komersant Ukrainian", citing a decision published in the Official Journal of the EU.
What Has Changed for Ukrainian Men in the EU
The Council of the EU has extended the temporary protection mechanism for Ukrainians until March 4, 2028.
At the same time, the document sets out new conditions for a specific category of applicants.
Specifically, men between the ages of 23 and 60 who submit an application for the first time after the decision takes effect will be required to confirm that they have fulfilled their military service obligations in accordance with Ukrainian law.

What documents may be required
According to the EU Council’s decision, the competent authorities of member states will have the right to request:
- military registration documents;
- other documents or evidence confirming the fulfillment of military service;
- information necessary to verify the applicant’s status.
The document states:
“Temporary protection should be granted only to persons who can provide the competent authorities of a Member State with evidence that they are, where possible, fulfilling their military obligations.”
Who Is Not Affected by the New Rules
The new provisions do not apply to Ukrainians who are already under temporary protection in European Union countries and will continue to hold that status without interruption.
In other words, the changes apply only to new applications submitted after August 5, 2026.
Why the EU Changed the Rules
The decision notes that the new requirements were introduced in light of Ukraine’s defense needs.
At the same time, the Council of the EU confirmed the extension of the temporary protection mechanism for another year—until March 4, 2028—to ensure support for Ukrainians who were forced to leave the country due to the full-scale war.
