For the first time in history: a specialized fund has been established for infrastructure projects in Ukraine

The Amber Dragon Ukraine Infrastructure Fund I (ADUIF I) recently raised €207 million to invest in Ukraine’s energy, transportation, and digital infrastructure sectors.

This was reported by Dragon Capital, according to "Komersant Ukrainian".

The fund is jointly managed by Dragon Capital and Amber Infrastructure.

As stated in their announcement, these companies combine “Amber’s international experience in infrastructure investments” with “Dragon Capital’s strong local presence and its many years of successful experience in Ukraine.”

Purpose of the funding

The investments are aimed at:

  • Stabilizing emergency power supply
  • Strengthening digital infrastructure and services
  • Removing constraints in transportation and logistics
  • Modernizing critical infrastructure necessary for Ukraine’s long-term recovery and job creation

The first round of financing was completed with the active support of:

  • the European Bank for Reconstruction and Development (EBRD)
  • The European Investment Bank (EIB)
  • The International Finance Corporation (IFC)
  • Swedfund
  • Impact Fund Denmark

Guarantees from the European Commission and the French government

Part of the IFC’s investment in the Fund is backed by guarantees from the European Commission and the French government, underscoring their confidence in Ukraine’s recovery through institutional and private investment.

Dragon Capital, founded in 2000 by Tomas Fiala, manages $1 billion in assets and has significant experience investing in Ukraine. In particular, the company has invested over $700 million in private equity and real estate over the past decade.

Amber Infrastructure is part of Boyd Watterson Global Asset Management Group LLC, which manages over $39 billion in assets. Amber specializes in investment, asset, and fund management, with approximately £5 billion in assets under management.
