How Businesses Can Get Assistance After a Disaster: Three Key Programs

The Ministry of Economy, Environment, and Agriculture of Ukraine has unveiled three government programs to support businesses affected by Russian aggression, according to "Komersant Ukrainian"

These are tools designed to help businesses resume production after destruction, compensate for losses, and preserve jobs even in frontline regions.

The support mechanisms were presented during the webinar “Restoration of Affected Businesses” for regional military administrations, government agencies, and partner banks.

Why the government is launching support for businesses

Ukrainian enterprises continue to operate amid constant Russian attacks. Some businesses are losing production facilities, equipment, warehouses, and raw materials, or are forced to temporarily suspend operations due to shelling.

Oleksiy Sobolev,Ukraine’s Minister of Economy, Environment, and Agriculture, emphasized that supporting such enterprises, especially in frontline regions, remains a top priority of state policy.

“Ukrainian businesses are under enemy fire every day. These are the enterprises that keep the economy afloat, provide jobs for people, and continue to operate even under the most difficult conditions. It is of fundamental importance to us that they are not left to face the consequences of the destruction alone, but feel the real support of the state,” said Oleksiy Sobolev.

What three programs did the Ministry of Economy present?

The Ministry of Economy identified three key instruments to support businesses affected by the war:

1. Grants for the restoration of manufacturing enterprises

The first program is aimed at Ukrainian manufacturers in the processing industry.

Such enterprises can receive up to 16 million UAH.

The funds can be used for recovery from damage or destruction. The state covers up to 80% of the project cost, with priority given to enterprises in frontline regions.

This program may be relevant for manufacturers that have lost equipment, part of their facilities, or need to restart operations following shelling.

2. Compensation for losses from war risks

The second program provides partial compensation for the cost of damaged or destroyed property for businesses.

It also includes compensation for insurance premiums under war risk insurance policies. Support is available to businesses in 10 high-risk regions.

These regions are: Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv.

3. The “Fulcrum” Program

The third instrument is the “Point of Support” program.

It is aimed at businesses that were forced to temporarily suspend operations due to shelling.

The program provides for:

  • compensation for a portion of employees’ wages;
  • compensation for social security contributions;
  • support for businesses during downtime;
  • preservation of workforces.

This mechanism is intended to help businesses avoid laying off employees during periods of forced shutdown.

Who can benefit from the programs

The programs are primarily aimed at businesses that have suffered as a result of Russian aggression.

This refers to businesses that:

  • have suffered destruction or damage;
  • have lost part of their property or equipment;
  • were forced to halt production due to shelling;
  • operate in frontline or high-risk regions;
  • wants to resume production and preserve jobs.

Special emphasis is placed on manufacturing enterprises and companies that are important to the regional economy.

Where to turn for help

Business owners can receive advice and assistance regarding participation in the programs through several channels.

According to the Ministry of Economy, businesses can contact:

  • the Export-Credit Agency;
  • the State Employment Service;
  • program partner banks;
  • Oschadbank;
  • Ukreximbank;
  • regional military administrations.

Representatives of the Regional Military Administrations were advised to more actively disseminate information about available programs among entrepreneurs and assist businesses with applications and consultations.
