EU allocates €40 million to prepare Ukraine for winter: what will the money go for?
12 September 2025 15:22
The European Commission has announced an additional €40 million in humanitarian funding to help Ukraine prepare for the fourth winter of the Russian war. This new support is aimed at strengthening the country’s winter preparedness and protecting civilians from extreme cold, "Komersant Ukrainian" reports, citing the EC press service.
Areas of use of funds
With these funds, the EU humanitarian aid partners will provide
- materials for the arrangement of temporary housing;
- repair of damaged houses and centers for internally displaced persons;
- improving access to water, sanitation and heating;
- cash assistance;
- solid fuel, heating appliances and insulation materials;
- establishment of emergency heating stations.
Particular attention will be paid to vulnerable groups, including the elderly, children, people with disabilities and displaced families living in collective centers.

Scale of support
Since the beginning of the full-scale war, the EU has provided over 156,000 tons of humanitarian aid to Ukraine through the EU Civil Protection Mechanism. In response to the widespread destruction of Ukraine’s energy infrastructure, 9,342 generators, 6,917 transformers, and millions of energy-saving LED light bulbs were provided.
In addition, the EU successfully coordinated the medical evacuation of more than 4,500 patients from Ukraine to hospitals in 22 European countries for treatment.
How the EU is “helping” Ukraine
At the same time, the European Union is taking actions that can hardly be called unwavering support for Ukraine.
For example, it turned out that the approved 800 billion euro defense package for Ukraine does not contain anything special. It only mentions that Ukrainian defense companies are part of the same “pool” as European ones, which means that purchasing weapons from them is a priority along with EU companies.
It also became known that during the third year of the full-scale Russian-Ukrainian war, the EU spent more money on Russian fossil fuels than on financial assistance to Ukraine. During this time, the European Union bought Russian oil and gas for 21.9 billion euros. This amount is one-sixth higher than the 18.7 billion euros that the EU has allocated to Ukraine as financial assistance in 2024.
The EU continues to finance the Russian war machine.
