For 3.5 million euros: “Energoatom” commissioned a corporate governance assessment without a bidding process

NAEK “Energoatom” procured services for a comprehensive corporate governance assessment (analysis of internal systems and procedures) for 3.476 million euros without using an electronic system. This is evidenced by data from the Prozorro electronic public procurement system, as reported by "Komersant Ukrainian" with reference to EP.

Only one bidder participated in the procurement. The procurement was announced on Friday, June 26, and by Tuesday, June 30, the contract with the supplier—Ernst & Young spółka z ograniczoną odpowiedzialnością Consulting sp. k—had already been signed. Thus, the entire process—from the announcement to the opening of bids, review, and signing of the contract—took only two business days.

The contract is valid from June 30, 2026, to March 31, 2028. Energoatom is financing the procurement with its own funds on a post-payment basis.

The basis for using a non-competitive procurement is Subparagraph 29 of Paragraph 13 of the government resolution dated October 12, 2022, regarding the specifics of public procurement during the period of martial law in Ukraine and for 90 days following its termination or repeal.

In accordance with this subparagraph, the procurement of services necessary to conduct a comprehensive assessment of corporate governance is carried out by decision of the supervisory board. The conclusion of procurement contracts is also carried out in agreement with the supervisory board.

By comparison, “Ukrainian Defense Industry” is procuring services for a comprehensive assessment of corporate governance through an open tender with special conditions, with an expected cost of 5 million UAH—that is, approximately 40 times cheaper.

As a reminder, in November 2025, in response to the exposure of a large-scale corruption scheme as part of Operation “Midas,” the Cabinet of Ministers prematurely terminated the powers of Energoatom’s supervisory board and instructed the Ministry of Economy to submit proposals for the board’s new composition within a week and to conduct an urgent audit of the company.

Energoatom’s new seven-member supervisory board was formed in January 2026. The independent members are Rumina Velshi, Laura Garbenchute-Bakiene, Patrick Fragman, and Brice Boyon.
