Ukrainian President Volodymyr Zelenskyy has signed a decree implementing a decision by the National Security and Defense Council to impose sanctions on ten Russian mobile operators and internet service providers. This is stated in the decree published on the president’s website, according to "Komersant Ukrainian".
The list includes companies that provide secure communication channels for the Russian occupation authorities and internet access in the temporarily occupied territories of Ukraine. Satellite operators and companies that broadcast Russian television channels are also subject to sanctions.

Among them are “Luhansk Communications” and “Mobile Communication Systems,” which Russia uses to spread propaganda, as well as the federal operator “Amtel-Zvyazok” and the company “Cosmic Communications,” which provide secure channels for waging war against Ukraine.
Ukraine will share information about these companies with international partners and raise the issue of synchronizing sanctions across different jurisdictions.
Presidential Advisor on Sanctions Policy Vladislav Vlasyuk emphasized that any activity in the temporarily occupied territories is illegal. According to him, companies that knowingly operate in the temporarily occupied territories and serve the occupying authorities become toxic to international business and the financial system. That is precisely why Ukraine is imposing sanctions to make their activities impossible not only in the occupied territories but also outside of Russia, Vlasyuk noted.
