Biological laboratories in Ukraine: The Ministry of Foreign Affairs has issued a statement

The Ukrainian Ministry of Foreign Affairs has spoken out against yet another wave of misinformation surrounding the issue of biological laboratories and certain cooperation programs in the fields of biosafety and public health in Ukraine, and emphasized that the Ukrainian side has never been involved in the development of biological weapons, reports "Komersant Ukrainian".

“Once again, we reject these baseless accusations and emphasize that Ukraine consistently fulfills its international obligations under the Biological and Toxin Weapons Convention (BTWC). The Ukrainian side has never engaged in activities related to the development, production, or stockpiling of biological weapons,” reads a statement published on the Ministry of Foreign Affairs’ website.

The ministry emphasizes that cooperation between Ukraine and the United States in the field of biosafety has for many years been aimed exclusively at strengthening the capabilities of the public health system, epidemiological surveillance, laboratory diagnostics, biosafety, and biosecurity.

“This involves routine civilian activities that comply with international health standards and practices and are not related to any military objectives. The laboratory facilities that participated in the relevant international technical assistance programs are diagnostic, research, or reference laboratories within the public health system, veterinary medicine, or other scientific institutions,” the statement reads.

The Ministry of Foreign Affairs also notes that the Russian Federation has previously used the topic of alleged “biological weapons laboratories” in its propaganda for many years, but all Russian accusations have been repeatedly refuted at the international level.

“In 2022, at the request of the Russian Federation in accordance with Article V of the BWC, an official consultative process was conducted with the participation of the Convention’s member states, during which all data regarding relevant cooperation programs, their objectives, and implementation mechanisms were provided. Following the consultations, the allegations regarding the alleged development of biological weapons or the operation of military biological programs in Ukraine found no confirmation whatsoever. These issues were also considered within the framework of the UN Security Council, where no evidence was presented to support the claims made by the Russian Federation,” the statement notes.

It is noted that as early as December 2023, Ukraine officially reaffirmed its position at a meeting of BWC member states, emphasizing that the 2022 consultative process had thoroughly examined the aforementioned allegations, and that Ukraine’s cooperation with international partners in the field of public health is fully in line with the provisions of the Convention.

“Ukraine remains committed to the principles of transparency, international cooperation, and strengthening the global biosafety system. We urge reliance on the results of international consultations and verified facts, rather than on distorted interpretations or Russian propaganda,” the Ministry of Foreign Affairs concluded.

It should be noted that U.S. Director of National Intelligence Tulsi Gabbard, a few days before her previously announced resignation, stated that evidence had been found of long-standing U.S. government funding of more than 120 biological laboratories in over 30 countries worldwide, including Ukraine.

According to the report, some of the laboratories funded by the U.S. government worked or continue to work with dangerous and highly contagious pathogens, and in some cases conducted gain-of-function research. The Office of the Director of National Intelligence also stated that among these facilities are laboratories in Ukraine which, according to U.S. intelligence assessments, could be vulnerable to risks of seizure, damage, or attacks amid the Russia-Ukraine war.

According to Gabbard, information about the existence, location, and funding of these laboratories has long been concealed from the public.

“Politicians, so-called medical professionals such as Dr. Fauci, and members of the Biden administration’s national security team lied to the American people about the existence of U.S.-funded and supported biolaboratories,” she stated.

On May 25, 2025,U.S. President Donald Trump signed an executive order ending federal funding for research on enhancing the virulence of pathogens worldwide.
