A petition to the Cabinet of Ministers calling for a ban on smoking on private balconies has garnered only 111 signatures

A petition on the website of the Cabinet of Ministers of Ukraine calling for a legislative ban on smoking on private balconies, loggias, and in the windows of apartment buildings did not receive the number of votes required for consideration. This was reported by "Komersant Ukrainian" with reference to “Interfax-Ukraine.

According to the platform on the government website, the petition was submitted on March 12, and as of June 13, it had gathered only 111 votes out of the 25,000 required.

“Initiate amendments to the legislation establishing a complete ban on smoking tobacco products and the use of tobacco heating devices/e-cigarettes on balconies, loggias, and in open apartment windows, as well as to introduce liability for discarding cigarette butts from these areas,” the petition stated.

The author of the petition requests: to draft a bill expanding the smoking ban to private balconies, loggias, and windows of apartment buildings; to establish clear liability in the Code of Ukraine on Administrative Offenses for smoking in the aforementioned locations and for discarding cigarette butts; to instruct the Ministry of Internal Affairs and the State Emergency Service to develop regulations for documenting such offenses (including through photo and video evidence provided by residents) to ensure prompt accountability for violators.

“Ensuring the right to a safe environment and fire safety in the residential sector is a fundamental duty of the state. Citizens’ right to clean air and health in their own homes must legally take precedence over the private interests of individuals with harmful habits,” the petition’s author states.
