The AMCU has approved Silpo’s acquisition of Eurotek Group stores: what is known about the deal

The Antimonopoly Committee of Ukraine has authorized Silpo-Food LLC to acquire control over the real estate and equipment of the Eurotek group of companies. In total, the committee reviewed five applications from Silpo-Food and granted the necessary approvals. Eurotek unites the Arsen, Fresh, Soyuz, and Kvartal supermarket chains, which had previously announced the closure of their stores in Ukraine. This is stated in a press release from the AMCU, reports "Komersant Ukrainian"
The AMCU’s decision became known from the committee’s statement dated May 14, 2026. It concerns the granting of permits to Silpo-Food LLC to acquire control over the assets of the Eurotek group—specifically real estate properties and equipment.
What exactly did the AMCU approve?
The Antimonopoly Committee reviewed five applications from Silpo-Food LLC regarding the acquisition of control over the assets of the Eurotek group of companies and approved them.
This does not involve the purchase of the brands themselves, but rather control over the real estate and equipment owned by the group.
This means that Silpo can gain access to retail space and the material resources previously used by the Eurotek group’s chains.

Which chains are part of the “Eurotek” group
The Eurotek Group has been operating in the Ukrainian market since 1995. It includes several grocery chains:
- “Arsen”;
- “Fresh”;
- “Soyuz”;
- “Kvartal.”
It was previously reported that the Eurotek Group is closing its stores in Ukraine, with the last day of operation for some of its retail locations scheduled for the end of May.
Where were “Eurotek” stores located?
The “Arsen” chain had six stores in Lviv, as well as two stores each in Ivano-Frankivsk and Rivne.
The “Soyuz” and “Kvartal” chains operated in Kyiv, Chernihiv, Pryluky, Slavutych, Zhytomyr, and Berdychiv.
The “Fresh” chain operated supermarkets in Kryvyi Rih, Kherson, and Rivne.
It was precisely these assets that could have interested “Silpo” due to the ready-made retail locations and equipment.
Why is “Eurotek” closing its stores?
News of the closure of the “Eurotek” group’s stores emerged on the eve of the AMCU’s decision. Earlier reports indicated that the “Arsen,” “Fresh,” “Soyuz,” and “Kvartal” supermarket chains were gradually ceasing operations in Ukraine.
This effectively means the exit from the market of several long-standing grocery chains that have operated for many years in the western, central, and southern regions of the country.
What does this mean for Silpo
For Silpo, the purchase of Eurotek’s assets could be an opportunity to rapidly expand its presence in cities where retail spaces, equipment, and established grocery locations are already in place.
Silpo-Food LLC, which operates the Silpo chain, was established in early August 2016. According to information on its website, the chain operates 310 supermarkets in 60 cities across Ukraine and four Le Silpo gourmet markets: in Kyiv, Dnipro, Kharkiv, and Odesa.
According to YouControl, the founder of the LLC is PJSC “Retail Capital” (100%, Kyiv), a closed-end, non-diversified venture corporate investment fund. The ultimate beneficiary is Volodymyr Kostelman.
Silpo-Food’s revenue for 2025 increased by 13.9% compared to 2024, reaching 106 billion UAH, while net profit amounted to 1.1 billion UAH, compared to 154 million UAH the previous year.
The company is part of the Fozzy Group, a retail and industrial group with more than 825 retail outlets across the country. The company operates retail chains of various formats: Silpo supermarkets, Fozzy wholesale hypermarkets, Fora neighborhood stores, Thrash! discounters, Bila Romashka pharmacy supermarkets, and E-ZOO pet stores.
