Berezh stated that there may have been violations during the tender held by the state-owned enterprise “Diya” worth 225.9 million hryvnias and announced new publications

Former People’s Deputy Boryslav Bereza has alleged possible violations during the procurement by the state-owned enterprise “Diya” of the “Sovereign Artificial Intelligence Factory” software and hardware complex, valued at 225.9 million hryvnias. He wrote about this on his Facebook page, according to "Komersant Ukrainian".
According to Bereza, he obtained documents that, he claims, contain information about the activities of Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, his team, and a number of private individuals. The author of the post claims that he has spent a significant amount of time studying these materials and plans to publish them in parts.
Berez dedicated his first publication to the procurement by the state-owned enterprise “Diya” of the “Sovereign Artificial Intelligence Factory” complex. He notes that on August 7, 2025, a tender with an estimated value of 227.5 million UAH was announced on Prozorro, and the winner was LAN TEK LLC, with which a contract was signed for 225.891 million UAH.
Berezha claims that, according to information from documents in his possession, law enforcement agencies are investigating possible misconduct by officials of the state-owned enterprise “Diya” during this procurement process. However, he does not specify which law enforcement agency is conducting the investigation.
In his post, Bereza specifically cites a document that states:
“It has been established that officials of the state-owned enterprise ‘DIA’ abused their official positions during the tender for the procurement, using state funds, of the ‘Sovereign Artificial Intelligence Factory’ software and hardware complex, with the aim of obtaining an unlawful benefit, facilitated the victory of “LAN TEK” LLC, and concluded a contract for the purchase of the aforementioned complex for a total amount of 225,891,000 UAH.”
According to the author of the post, among the possible signs of violations allegedly contained in law enforcement documents are:
- allowing participants only 12 days to prepare their bid proposals despite the complexity of the procurement;
- qualification requirements that could have restricted competition, in particular the requirement for a verified partnership with equipment manufacturers and letters from international companies, including Nvidia;
- a minimal price difference between the winning bid and the second-place bidder—approximately 52,800 UAH for a procurement worth over 225 million UAH—which, in the author’s opinion, may indicate a lack of genuine price competition.
In addition, Bereza stated that the materials he cites contain information indicating that, during an analysis of the tender documentation, the processor proposed by LAN TEK LLC was allegedly found to be non-compliant with the customer’s technical requirements, yet the company was still allowed to participate in the bidding process.

The author of the post also claims to have information about possible signs of collusion and other violations, but promised to disclose these materials in future publications.
As of the time of publication, no official confirmation of Bereza’s allegations has been released by law enforcement agencies. Furthermore, there have been no public reports of any formal charges being filed against officials of the state-owned enterprise “Diya,” the Ministry of Digital Transformation, or other individuals in connection with the aforementioned procurement.
