Employee Reservations Are Changing: The Cabinet of Ministers Has Established a New Coordination Center

The Cabinet of Ministers of Ukraine has introduced a new mechanism for coordinating the conscription of military-age individuals. From now on, issues regarding the granting of “critically important” status to enterprises and the resolution of disputes related to exemptions will be handled by a specially created Coordination Center for the Organization of Exemptions for Conscripts. This was reported by "Komersant Ukrainian", citing the Ministry of Economy.
The government has adopted a resolution establishing the Coordination Center for the Organization of Reservist Mobilization for the period of mobilization and martial law. The new body will operate as a temporary consultative and advisory body under the Cabinet of Ministers of Ukraine. The government has already approved its composition and operating regulations.
The center’s main goal is to coordinate the work of government agencies and promptly resolve issues that arise during the reservation of enterprise employees.
What Will Change for Critical Enterprises
One of the key areas of focus for the new body will be reviewing proposals from government agencies regarding the designation of enterprises, institutions, and organizations as critical.
This refers to companies that:
- ensure the functioning of the economy;
- meet the basic needs of the population;
- serve the needs of the Armed Forces of Ukraine and other military formations.
Once the Coordination Center is established, government agencies must take its recommendations into account when making decisions regarding the granting or confirmation of critical enterprise status.
Why the status of a critical enterprise is crucial
Critically important enterprise status is one of the main conditions for reserving employees subject to military service during mobilization.
It is on this basis that enterprises can submit employees for reservation through the Diya portal in accordance with the current procedure. The reservation mechanism involves the creation of a Unified List of Critical Enterprises, which is maintained by the Ministry of Economy.
The new center is part of the reservation reform
The creation of the Coordination Center is a continuation of the large-scale overhaul of the reservation system that the Cabinet of Ministers launched in late May.
As a reminder, by Resolution No. 692, the government:
- updated the criteria for identifying critically important enterprises;
- established new rules for confirming critical status;
- clarified the procedure for reserving employees at their primary place of work;
- introduced new requirements regarding average wages;
- set deadlines for reviewing previously granted criticality statuses.

What Tasks Will the Coordination Center Perform?
According to a statement from the Ministry of Economy, the new body will coordinate interaction between government agencies and develop solutions for complex cases that arise during the reservation process.
In effect, the center will serve as a single platform where various government agencies will coordinate on issues related to:
- the reservation of conscripts;
- identifying critical enterprises;
- resolving disputes;
- preparing recommendations for government agencies.
What This Means for Businesses
For businesses, the establishment of the Coordination Center introduces an additional level of coordination when considering issues of critical importance.
Although final decisions will continue to be made by authorized government agencies, their position must be formed taking into account the recommendations of the new body.
This could make the approach to identifying critically important enterprises more standardized and help resolve disputes arising during the reservation of employees more quickly.
