The State Bureau of Investigation has exposed a leading engineer at a branch of a state-owned enterprise belonging to the critical infrastructure in the energy sector for issuing fake reservations for men who are liable for military service. This was reported by the State Bureau of Investigation, "Komersant Ukrainian" reports.

The SBI disclosed a scheme in which the official helped 454 men avoid mobilization.

The offender, having access to the orders of the Ministry of Economy, according to which decisions were made on the reservation of persons liable for military service, made fake extracts from the relevant orders. In them, he entered false information that these citizens allegedly worked at various state-owned enterprises of critical infrastructure and were subject to a 6-month deferral from military service during mobilization.

In addition, he produced forged documents confirming that a particular enterprise belongs to the category of critical infrastructure for the functioning of the economy and ensuring the vital activity of the population during a special period, as well as booking their employees.

It was established that documents were forged in relation to employees of 12 enterprises, in total, in relation to 454 citizens. Depending on the complexity, the “service” cost from USD 200 to USD 2 thousand.

The documents produced by the offender were used to verify citizens’ military registration documents, entered into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists, and used to cross the state border of Ukraine.

Law enforcement officers conducted 20 searches, during which they seized computers, data storage devices, forged documents and lists of people who used the illegal scheme.

The offender was served a notice of suspicion of obstructing the legitimate activities of the Armed Forces of Ukraine and other military formations. SBI investigators are identifying other citizens and legal entities who received forged documents.

How else does the SBI counteract tax evaders

SBI officers completed a pre-trial investigation against the director of a charitable foundation and a military officer who smuggled tax evaders across the state border under the guise of volunteer drivers. The indictment was sent to court.

The State Bureau of Investigation, in cooperation with the State Border Guard Service, also exposed a law enforcement officer in Zakarpattia who helped men of military age cross the state border for USD 10,000.

Today, the SBI reminded that according to the law, servicemen who have left their place of service without permission for the first time have a little over a month – until January 1, 2025 – to return to their military unit without incurring criminal liability. If a serviceman returns to his place of service by the deadline, the commander has 72 hours to extend the contract or reinstate him in service. Monetary, food and clothing payments, benefits and social guarantees are also resumed.
