For Naftogaz: Finland has seized Russian assets worth 3.7 million euros

Since the beginning of 2026, Finnish authorities have confiscated approximately 3.7 million euros allocated by Russia to fund a border cooperation program with the EU. This was reported by "Komersant Ukrainian", citing DW.

According to the publication, the Russian funds were confiscated at the request of the Ukrainian state-owned company Naftogaz and its subsidiaries. As DW reports, the funds in question were intended for a project originally designed to support economic development in the border regions of Russia and Finland.

Moscow contributed 3.7 million euros to the project even before the invasion of Ukraine. After 2022, the program was suspended, and the funds remained in Finland.

Naftogaz is demanding compensation for assets in Crimea

Naftogaz’s claims are based on a ruling by the Hague Arbitration Court, which in 2023 ordered the Russian government to pay the company $5 billion for its property in annexed Crimea. Given Moscow’s refusal to comply with this ruling, Naftogaz is seeking enforcement in other countries.

Finland has already seized dozens of Russian assets at Naftogaz’s request, worth at least €40 million. In the past, this involved real estate: for example, in 2023, the country’s authorities seized land and buildings belonging to the Russian Center for Science and Culture.

Back in 2019, the Kremlin stated that it refuses to recognize the jurisdiction of the Hague Arbitration Court regarding Naftogaz’s property in Crimea. The Russian Foreign Ministry has repeatedly stated that it considers the Finnish authorities’ actions to be unlawful and has threatened Helsinki with retaliatory measures.
