The State Border Guard Service of Ukraine is preparing for a “test of trust”: the European Union will fund a survey of Ukrainians

In the fall of 2026, the State Border Guard Service of Ukraine will conduct its next public opinion survey on the level of public trust. The survey will be funded by the European Union Advisory Mission in Ukraine (EUAM). This is stated in a response from the State Border Guard Service Administration to an information request from the editorial staff of "Komersant Ukrainian".

The border agency reported that efforts to assess public opinion have been ongoing for several years as part of its cooperation with European partners.

“With the support of EUAM, a public opinion survey is conducted annually to assess the public’s level of trust in government agencies, in particular the State Border Guard Service of Ukraine,” the response noted.

The survey will be conducted in the fall

The State Border Guard Service reported that a similar survey is already planned for this year.

According to the Service’s Administration, the public opinion poll will take place between September and December 2026.

The European Union Advisory Mission in Ukraine (EUAM) will serve as the commissioning party and source of funding, and the survey results are scheduled to be presented publicly.

Trust level rose to 62%

In response to an inquiry, the State Border Guard Service also cited the results of the latest survey.

According to a public opinion poll conducted in 2025 with the support of EUAM, 62% of Ukrainians trust the State Border Guard Service. For comparison, in 2023 this figure stood at 49%.

The agency believes that this trend indicates “growing public trust in the work of border guards amid a full-scale war.”

New Government System for Assessing Trust

As a reminder, in March 2026, the Cabinet of Ministers approved the Procedure and Methodology for Assessing the Level of Public Trust in State Bodies Responsible for Criminal Proceedings.

The document stipulates that independent polling agencies must conduct such surveys at least once a year, and funding may come from either the state budget or international technical assistance.

Previously "Komersant Ukrainian" reported that the Economic Security Bureau had already allocated budget funds for such a study and is simultaneously working to secure international assistance.

At the same time , the National Anti-Corruption Bureau of Ukraine , in response to a request from the editorial office , stated that NABU’s 2026 budget does not include separate expenditures for conducting a sociological survey on public trust levels.
