The State Border Guard Service of Ukraine has explained the new rules for female officials traveling abroad

What has changed for female civil servants
The Cabinet of Ministers’ resolution lifts additional restrictions on traveling abroad for most women working in the public sector.
From now on, the following employees may cross the state border without additional restrictions:
- government agencies;
- local government bodies;
- state-owned enterprises;
- other entities specified by border crossing regulations.
The State Border Guard Service explained that these women will be able to travel abroad during martial law without the requirement of a business trip, provided they do not fall into categories for which restrictions remain in effect.
For whom the restrictions remain
At the same time, the Cabinet of Ministers has not lifted restrictions for top officials, key government leaders, and their deputies.
Traveling abroad is still prohibited for members of the Cabinet of Ministers, the leadership of ministries and central executive bodies, the Presidential Office, the Verkhovna Rada Secretariat, the National Security and Defense Council, the Security Service of Ukraine, the National Bank, as well as members of parliament, judges of the Supreme Court and the Constitutional Court, prosecutors of the Office of the Prosecutor General, and heads of state-owned enterprises and state agencies whose jurisdiction extends to the entire territory of Ukraine.
For such officials, restrictions on traveling abroad during martial law remain in effect. That is, as before, they may cross the border only in cases provided for by the rules, in particular for official business trips.

What government agencies and enterprises must do
According to the resolution, state authorities, local self-government bodies, and heads of relevant business entities must submit updated lists of officials to whom restrictions on traveling abroad continue to apply to the State Border Guard Service Administration.
This must be done within three days.
Going forward, if personnel changes occur, updated information must be submitted no later than the day following the adoption of the relevant decision.
Why the restrictions were in place previously
In early 2023, the government restricted travel abroad for officials and civil servants during martial law. At that time, the rules stipulated that certain categories of individuals could leave Ukraine primarily for official business trips.
These restrictions applied, in particular, to members of parliament, local council members, judges, prosecutors, civil servants, designated employees of relevant agencies, and other categories. Resolution No. 587 eases these rules specifically for some women working in the public sector.
