Former Head of Ukraine’s Gas Transmission System Lipa Has Been Placed on the Wanted List: What Is He Suspected Of?

Dmytro Lippu, the former head of Ukraine’s Gas Transmission System Operator, has been placed on the wanted list for alleged embezzlement on an exceptionally large scale. This is indicated by an entry in the Ministry of Internal Affairs’ wanted persons database, according to "Komersant Ukrainian".
Lippu is being sought by the Department of Strategic Investigations as a person evading pretrial investigation authorities.
The record cites Part 5 of Article 191 of the Criminal Code. This provision pertains to the misappropriation, embezzlement, or acquisition of another person’s property through abuse of official position, if the crime was committed on an exceptionally large scale or by an organized group.
According to the Ministry of Internal Affairs, Lippu has been wanted since April 15, 2026. Kyiv is listed as the location of his disappearance.
According to the information in his file, no preventive measure has been applied against him.
According to a report by “Ukrainska Pravda,” Dmytro Lipp received severance pay totaling over 14.8 million hryvnias upon his dismissal from the position of deputy general director of the OGTSU—a position created without the approval of the company’s supervisory board. Under the law, severance pay is not paid to a company executive during a period of martial law.

Dmytro Lyppa headed the “Gas Transmission System Operator of Ukraine” for over two years—from March 2023 to April 2025. Until December 2022, he served as director of the Kametstal plant, which is part of the MetInvest Group.
In April 2025, the former head of LLC “Gas Transmission System Operator of Ukraine,” Dmytro Lippa, announced that he was stepping down because he had completed all the tasks that interested him.
Lypka’s salary at GTS Operator of Ukraine was 1.2 million hryvnias per month.
After his resignation, Dmytro Lipa stated that he planned to move to the private sector, noting that he had received offers to take on leadership positions at major industrial companies.
On February 7, the Supervisory Board of LLC “Gas Transmission System Operator of Ukraine” (GTSOU) decided at its meeting to appoint Natalia Boiko as acting CEO.
Previously, by a decision of the Supervisory Board, Deputy General Director Natalia Boiko had been included in the GTSU Executive Board.
Today, the Management Board consists of: Natalia Boiko, Vladislav Medvedev, Boris Lyubich, Kateryna Kovalenko, and Oleksandr Timofeev.
Boiko previously served as deputy chair of Naftogaz’s Supervisory Board.
It should be noted that Serhiy Makogon, Lippa’s predecessor as head of OGTSU, is also under investigation by the National Police—he is accused of causing 18 billion hryvnias in losses to the company. Makogon headed the company from May 2019 to September 2022. Shortly before his dismissal, he left the country on a business trip to Vienna. As reported by Naftorink, Makogon was involved in a lawsuit seeking 20.5 million hryvnias in bonuses for his work at OGTSU.
