A former logistics chief of the Air Force has been charged with a new offense: illegal enrichment amounting to 21 million hryvnias

Andriy Ukraintse, the former commander of logistics for the Ukrainian Air Force Command, has been charged with a new offense. This time, the charge is illegal enrichment. This was reported by "Komersant Ukrainian", citing the State Bureau of Investigations and a statement by Prosecutor General Ruslan Kravchenko.
What is the former Air Force official suspected of?
According to the investigation, starting in 2019, the official and his family members acquired assets with a total value of over 20 million hryvnias. Their value cannot be substantiated by the legitimate income of the suspect and his relatives.
Investigators claim that the value of the acquired property exceeds the suspect’s and his family members’ lawful income by more than 6,500 subsistence minimums.
What Assets Did Investigators Discover?
According to the State Bureau of Investigation (DBR), law enforcement officials have identified a significant list of assets, including:
- four land plots in the Zhytomyr region worth nearly 475,000 UAH;
- four cars with a total value of over 6.8 million UAH;
- an apartment in Bukovel worth over 1.9 million UAH;
- three apartments in Kyiv with a total value of nearly 5.3 million UAH;
- two apartments in Vinnytsia worth 1.8 million UAH;
- an apartment in Zhytomyr worth nearly 439,000 UAH;
- three residential buildings near Zhytomyr with a total value of over 2.4 million UAH;
- five non-residential properties in Zhytomyr and its suburbs with a total value of over 544,000 UAH;
- a garage near Zhytomyr valued at 440,000 UAH.
The total value of the identified assets, according to the investigation’s assessment, exceeds 21 million hryvnias.

The property was registered in the names of relatives
The State Bureau of Investigation (DBR) states that, to conceal actual ownership, real estate and other property were registered in the names of close relatives.
This includes, in particular:
- a common-law wife;
- parents;
- a son;
- a godfather.
At the same time, investigators believe that the suspect remained the actual owner and controller of the property.
According to law enforcement officials, the suspect has been charged under Article 368-5 of the Criminal Code of Ukraine —illegal enrichment.
He was also served with a motion to impose a pretrial detention measure, with the option to post bail in the amount of 21 million 3 thousand hryvnias.
The penalty under this article provides for five to ten years of imprisonment, along with disqualification from holding certain positions or engaging in certain activities for a period of up to three years.
Investigators from the State Bureau of Investigation are determining the sources of the funds used to purchase the property and are verifying the existence of other assets that may belong to the suspect.
This is not the first case
The former head of logistics for the Air Force Command is already a defendant in another criminal proceeding.
Kravchenko noted that in February of this year, the former logistics commander was notified of suspicion regarding the embezzlement of budget funds allocated for the construction of strategic defense facilities for the Ukrainian Air Force. At that time, he was remanded in custody with an alternative bail set at 7 million hryvnias.
“This isn’t the first time he’s been suspected. And it seems it won’t be the last,” he commented.
Previously, he was notified of suspicion of providing an unlawful benefit in the amount of 13 million hryvnias. According to the investigation, the funds were intended to conceal the embezzlement of budget funds during the construction of protective shelters.
In the same criminal case, the former head of the SBU Directorate in Zhytomyr Oblast was also charged.
In accordance with the Constitution of Ukraine, a person is presumed innocent until proven guilty in court and confirmed by a final and binding conviction.
