Communities will be able to receive funding for humanitarian expenses and demining: two new categories have been added to the Registry

Starting today, Ukraine can submit claims to the international Register of Damages (RD4U) in two new categories: government humanitarian expenditures to support the affected population, and expenditures on demining and clearing territories of unexploded ordnance. This was announced by Olena Shulyak, chair of the parliamentary committee on the organization of state power, local self-government, regional development, and urban planning, according to "Komersant Ukrainian".
She clarified that if the expenditures are funded from the state or local budgets, applicants may include central, regional, and local authorities and institutions.
Mined Areas
According to Shulyak, more than 200,000 hectares of territory in Ukraine remain mined, and the demining process could take more than 100 years. That is why the introduction of a new category in the Register—B5, which covers expenses for demining and clearing Ukraine’s territory of unexploded ordnance—is significant.
“This includes demining operations, hiring mine action operators, surveying and mapping territories, neutralizing and destroying explosive ordnance, training local personnel in demining techniques and safety measures, as well as informing and educating the public about mine hazards,” the lawmaker explained.

Humanitarian Expenditures
The second open category is B4, which covers the state’s humanitarian expenditures to support the population affected by the aggression. This category, the MP explained, includes expenditures on the evacuation of individuals, temporary housing and collective shelters, emergency medical care, rehabilitation programs, as well as other expenditures directly related to mitigating the consequences of the aggression for people. This may also include compensation for damaged or destroyed housing under the “eRecovery” program.
Claims related to expenses incurred on behalf of individuals who have been directly affected by mines and unexploded ordnance must be submitted specifically under Category B4, Shulyak emphasized. In contrast, claims from legal entities regarding their own expenses for demining or humanitarian aid will be submitted in other categories, which the Registry will open in the near future.
“When a community evacuates people, sets up temporary housing, assists victims after shelling, or clears areas of mines, someone pays for all of this. And all these expenses arose as a result of Russian aggression,” the committee chair emphasized.
There is no talk of automatic compensation payments yet
However, Shulyak notes that submitting an application does not yet guarantee automatic compensation payments. The Registry merely records claims of damages, which are intended to serve as the evidentiary basis for a future international compensation mechanism. Applications in both categories can be submitted via the Registry’s website or the “Diya” portal.
“As of now, RD4U has already opened about 30 categories of damages out of the planned 44. Therefore, our task is to document as accurately as possible how much Ukraine, its cities, and communities have already spent due to Russian aggression. So that in the future, the bill for these expenses can be presented to those who caused them,” the lawmaker said.
As previously reported, the agreement on the Register of Damages Caused by Russian Aggression (RD4U) was signed in May 2023 at the Council of Europe summit in Iceland.
