In an interview with the "Komersant Ukrainian" YouTube channel, Oleksandr Urin, Director General of Okhmatdyt, stated that most medical services for patients are covered by the state under the medical guarantees program; however, hospitals face objective difficulties in meeting all needs.

According to him, the funding system through the National Health Service of Ukraine requires informing patients about free services:

“Every hospital must have information boards indicating exactly what a patient can receive under the medical guarantees program.”

At the same time, Urin clarified that not all types of medical care are covered by the state. He emphasized that, ideally, the hospital’s basic needs should be covered by funding received for treating patients, but in practice, difficulties arise.

Among the reasons for disruptions are delays in procurement procedures and economic factors, particularly rising prices:

“Due to rising fuel and logistics costs, prices for some imported medicines have already increased by approximately 25%.”

In addition, some suppliers are refusing to fulfill previously signed contracts due to unfavorable terms:

“Some organizations are backing out of contracts because it’s no longer profitable for them to operate, and we’re forced to hold new tenders at different prices.”

The consequences of the war, particularly the destruction of warehouses and supply disruptions, have become a separate issue. In such situations, the hospital tries to minimize the burden on patients by seeking charitable assistance.
