The EU will allocate an additional 8 billion euros to Ukraine this year: what conditions must be met

The European Commission has confirmed plans to provide Ukraine with an additional 8.35 billion euros in 2026 as part of the Ukraine Facility—the European Union’s long-term financial assistance program for Ukraine. This was announced by European Commission spokesperson Guillaume Mercier at a briefing in Brussels on Tuesday, July 28, according to "Komersant Ukrainian", citing DW.
He emphasized that the funding will be disbursed only after Ukraine implements the agreed-upon reforms. The updated Ukraine Plan—the document that sets out the conditions for receiving payments under the Ukraine Facility program—includes 27 new reform milestones that Kyiv must complete to receive additional funds.

According to Mercier, the updated Ukraine Plan was prepared by EU representatives in collaboration with the Ukrainian side, taking into account the Ukraine Support Loan mechanism—an additional mechanism for financing Ukraine using proceeds from frozen Russian assets. The European Commission subsequently reviewed the document and forwarded it to the Council of the EU for approval, which is finalizing the relevant procedure.
The European Commission did not specify an exact date for the first tranche. However, Mercier noted that requests for disbursements under the Ukraine Facility are submitted every three months, so another request from Ukraine can be expected in the near future.
