The Cabinet of Ministers has introduced new requirements for men at consulates abroad

The Cabinet of Ministers of Ukraine has changed the procedure for providing consular services to citizens subject to military service who are abroad. From now on, men between the ages of 18 and 60 must present a valid military registration document; otherwise, the consulate may refuse to provide the service.
This was reported by "Komersant Ukrainian", citing Resolution No. 981 of the Cabinet of Ministers of Ukraine dated July 29.
What Rules Has the Cabinet of Ministers Introduced?
According to the new Procedure for Verifying the Validity of Military Registration Documents by Consular Officials of Ukraine’s Diplomatic Missions Abroad, when applying to a consulate, men of draft age must provide:
- a military registration document in electronic form or as a printout;
- other documents required to receive the relevant consular service.
After that, a consular officer will verify the validity of the military registration document.

When a Consular Service May Be Denied
If the document:
- is missing;
- contains inaccurate information;
- does not meet the established requirements,
the consular officer has the right to refuse to perform the consular action.
What Will Change for the “Oberig” Registry
The resolution also provides for updates to the operation of the “Oberig” Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists.
The document expands the automatic exchange of information between state registries and information systems.
In particular, if it is determined during a visit to the consulate that a citizen is not listed in the “Oberig” registry, they may be automatically enrolled in the military registry and issued a military registration document without having to undergo a military medical examination.
Electronic data exchange is being expanded
This innovation is part of a large-scale digitization of state registries. Previously, the government also approved the automated exchange of information between the State Tax Service and the State Border Guard Service, which is expected to improve data verification and the detection of violations.
The new rules are expected to allow for more timely updates to the military registration records of Ukrainians residing outside the country.
