The government has stepped in to support farmers following Russia’s attacks on ports: what will change for exporters

The Cabinet of Ministers of Ukraine has adopted the first decision as part of an emergency support package for the agricultural sector following large-scale Russian attacks on port infrastructure and ships in the Black Sea. The government has temporarily adjusted the minimum export prices for certain types of agricultural products to help producers resume exports.
This was announced by Ukrainian Prime Minister Serhiy Koretskyi, according to "Komersant Ukrainian".
The Cabinet of Ministers has changed the minimum export prices
According to the head of government, the new rules will be in effect temporarily—until the situation with maritime logistics stabilizes.
“The government has temporarily, for the period until the situation stabilizes, adjusted the minimum permissible export prices for certain types of agricultural products to prevent a halt in the export of grains and oilseeds,” the statement reads.
The need for this decision stems from a sharp deterioration in export conditions following Russian strikes on Ukrainian ports.
The Cabinet of Ministers notes that the previous minimum export prices have become economically unfeasible due to:
- a significant increase in logistics costs;
- a decline in domestic purchase prices;
- problems with shipping products due to attacks on port infrastructure.

What This Means for Farmers
Prime Minister Serhiy Koretsky emphasized that the decision will allow producers to once again enter into export contracts and sell their products on international markets.
According to him, the changes were agreed upon with representatives of the agricultural sector and relevant associations.
The government is preparing new measures
In addition to changes to export regulations, the Cabinet of Ministers has instructed officials to promptly develop a plan for the development of the processing industry.
The goal is to increase the production of high-value-added products directly in Ukraine and reduce dependence on raw material exports.
In addition, the Ministry of Agrarian Policy and Food will monitor the situation on a daily basis, and the government will adopt additional measures to support the agricultural sector as needed.
The reason for the changes is Russia’s attacks on ports
The government’s new measures are a response to the intensification of Russian strikes on port infrastructure and civilian vessels in the Black Sea.
The day before, Serhiy Koretskyi held an emergency meeting with representatives of the agricultural sector to discuss ways to minimize losses for Ukrainian exporters.
Following the latest attacks, operations at the ports of Odesa and Chornomorsk—through which a significant portion of Ukraine’s agricultural exports passes—have become significantly more difficult, placing additional pressure on logistics chains and export shipments.
