Who is funding the restoration work at the Darnytsia Thermal Power Plant?

The Kyiv City State Administration has announced that the restoration of the Darnytsia Combined Heat and Power Plant is being carried out without using funds from the city budget. Projects to restore damaged and destroyed equipment at the plant are being carried out by Euro-Reconstruction LLC using its own resources. This was reported by the Kyiv City State Administration, according to "Komersant Ukrainian" 

Acting First Deputy Head of the Kyiv City State Administration Petro Panteleev emphasized that the work is being carried out in close coordination with the city. This is part of Kyiv’s energy resilience plan and preparations for winter.

“Some media outlets are spreading information about the city budget funding the restoration of the privately owned Darnytsia Thermal Power Plant and about a shortage of this funding. This is not true,” Panteleev stated.

Current Work and Energy Resilience Plan

Work is continuing at the plant to repair equipment damaged by shelling.

According to Panteleev, the implementation of Kyiv’s energy resilience plan continues across all key areas: restoration, distributed cogeneration, expansion of backup power sources, and more.

The official noted that most information regarding critical infrastructure facilities is sensitive and cannot be disclosed. This is important for the security and stability of the energy supply.

Energy Minister Denys Shmyhal previously stated that the state does not plan to nationalize the Darnytsia Thermal Power Plant, which remains privately owned.

Prime Minister Yulia Svyrydenko emphasized the importance of preparing for winter and ensuring uninterrupted heat supply in Kyiv, given the damage caused by Russian attacks.

What is known about the shelling of the Darnytsia Thermal Power Plant in Kyiv

The latest large-scale strike on the Darnytsia Thermal Power Plant occurred on the night of February 3, 2026, during a massive Russian attack on Ukraine’s energy infrastructure.

Russian forces attacked the thermal power plant with missiles and drones. According to Ukrainian authorities, at least five ballistic missiles were fired at the facility, striking the plant’s key equipment.

The strike targeted a facility that provides heat to residential areas and has no military purpose.

The CHP suffered critical damage and was virtually destroyed.

Following the attack, the plant ceased operations, leaving part of Kyiv without heat during a period of severe cold. More than 1,100 apartment buildings in the Darnytskyi and Dniprovskyi districts were left without heat.

At least several casualties were reported as a result of the attack. The strike dealt a serious blow to the capital’s power grid, as the plant was a vital component of the heating system.

Emergency and restoration work began at the site following the attack. Authorities stated that a full restoration could take at least several months and would require significant resources.
