Former NSDC Secretary Oleksandr Lytvynenko becomes ambassador to Serbia

President of Ukraine Volodymyr Zelenskyy has appointed Oleksandr Lytvynenko as Ukraine’s ambassador to Serbia.
This is reported by "Komersant Ukrainian" with reference to the decree of the head of the Ukrainian state No. 866/2025.
“To appoint Oleksandr Valeriyovych Lytvynenko as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Serbia,” the decree reads.
At the same time, Zelensky dismissed Volodymyr Tolkach from the post of Ambassador of Ukraine to Serbia by another decree.
What is known about Lytvynenko
Oleksandr Lytvynenko was born on April 27, 1972 in Kyiv. In 1994, he graduated from the Institute of Cryptography, Communications and Informatics of the Russian FSB Academy (with a degree in applied mathematics). Later, in 2009, he received a law degree from Taras Shevchenko National University of Kyiv.
In 2013, he graduated from the Royal College of Defense Studies (RCDS) in the United Kingdom.
In 1994-1998, he was an officer, senior officer, and chief specialist of the SSU’s Main Governmental Communications Directorate.
From 1998 to 2005, he was a senior consultant and then deputy director of the National Institute for Strategic Studies (NISS).
In 2005-2007, he worked at the National Security and Defense Council of Ukraine (NSDC), was the head of the department and an expert of the State Security Commission.
In 2009-2010, he was an advisor to the Director of the National Security Institute at the NSDC.
In 2010-2014 – Deputy Director of the NISS.
From April 4, 2014 to August 13, 2019 – Deputy Secretary of the National Security and Defense Council.
From August 2019 to July 2021 – Director of the NISS.
july 23, 2021 – appointed Head of the Foreign Intelligence Service of Ukraine (SZRU).
on March 26, 2024, Lytvynenko was appointed Secretary of the National Security and Defense Council of Ukraine. on July 18, 2025, the head of the Ukrainian state dismissed him from this position.
