Kyiv residents are asking that public transportation fares not be raised: the petition has gathered the required number of signatures

A petition on the Kyiv City Council website calling for a halt to fare increases on the capital’s public transportation until the end of martial law has garnered the required number of votes for consideration within 24 hours.
This is reported on the Kyiv City Council’s petition platform, which states that the petition was submitted on May 18 and, as of May 19, had gathered the 6,000 votes required for consideration, according to
“We, the residents of the Kyiv city community, appeal to the Kyiv City Council with a demand to prevent an increase in public transportation fares in the capital until the end of martial law in Ukraine,” the petition states.
It also notes that “until the end of martial law, raising public transportation fares in Kyiv is premature, socially unjust, and insufficiently justified.”
“During martial law, access to public transportation is not a matter of comfort, but of basic urban mobility—the ability to work, study, receive medical care, and sustain the city’s economic life,” the petition states.
In this regard, the author of the petition, Oleksiy Ksenich, specifically asks the Kyiv City Council:
- To appeal to the Kyiv City State Administration demanding that it halt the increase in public transportation fares in Kyiv until the end of martial law.
- Prevent the introduction of a 30 UAH fare for a single trip, a 60 UAH transfer ticket, and a 4,875 UAH monthly unlimited pass during the period of martial law.
- To require the Kyiv City State Administration to publish full economic calculations for the proposed fare, including the cost of transportation, the cost structure of public utilities, revenue projections, and the impact of the increase on Kyiv residents.
- Develop an alternative model for financing public transportation without a sharp increase in fares for passengers, taking into account the capabilities of the Kyiv city budget.
- Ensure separate social protection for residents with incomes at the minimum wage level, students, pensioners, IDPs, people with disabilities, and other vulnerable groups.

A discount system will be in place for passengers who regularly use public transportation.
Monthly passes are also planned, with the cost of a single trip amounting to approximately 23.3–23.6 UAH.
An unlimited monthly pass for the metro, bus, tram, trolleybus, and funicular will cost 4,875 UAH.
Public transportation fares also increased in Lviv starting May 16. Passengers are already paying 5–6 hryvnias more, and transport operators are hinting at another round of price hikes.
As of May 16, public transportation fares have changed as follows:
a trip paid for with a LeoCard for students — 11.5 UAH;
a ride when paying via the app or with a standard LeoCard — 23 UAH;
fare when paying with a bank card or NFC-enabled phone — 26 UAH;
fare when paying with cash — 30 UAH.
