The main contributors to the budget: the manufacturing sector and trade account for over 34% of revenue

The manufacturing and trade sectors currently account for over 34% of all revenues to the consolidated budget for January–March 2026. Lesya Karnaukh, acting head of the State Tax Service, reported this on her Facebook page, according to "Komersant Ukrainian".

“In fact, this is every third hryvnia that has entered the budget. Despite the war, the economy has not stopped. And behind this lies the daily work of thousands of businesses that are keeping the country going,” Karnaukh said.

Specifically:

– manufacturing – 17.7%,

– wholesale and retail trade, along with repair of motor vehicles and motorcycles – 16.5%.

Also, the top sectors by share in the budget:

– public administration and defense; compulsory social insurance – 11.7%;

– financial and insurance activities – 11.2%.

The growth dynamics of tax payments are significant.

– The manufacturing industry showed the largest increase—15.5 billion UAH, or 18.2%.

– Public administration and defense; compulsory social insurance – by 10.5 billion UAH (18.7%).

– Wholesale and retail trade; repair of motor vehicles and motorcycles – by 7.3 billion UAH (8.4%).

– Electricity, gas, steam, and air conditioning supply – by 5.7 billion UAH (18.8%).

“Today, businesses are operating on the edge—under constant attacks, sirens, and energy shortages. And yet they continue to pay taxes. For its part, the tax authority is consciously shifting its philosophy from pressure to service. Because in wartime, it is extremely important for everyone who honestly pays taxes and operates transparently to remove all artificial barriers and unnecessary bureaucracy,” emphasized Lesya Karnaukh.

As a reminder, in March 2026, the general fund of the state budget received 169.4 billion UAH in taxes and fees under the control of the State Tax Service. March revenues exceeded last year’s figure by 5.8%, or 9.3 billion UAH.
