The Ministry of Defense will receive data from the tax authorities on men aged 18–60

The Tax Service will provide the Ministry of Defense with information from the State Register of Individuals regarding Ukrainians whose data must be included in the “Oberig” military registry, according to "Komersant Ukrainian".
The Cabinet of Ministers adopted a resolution requiring the State Tax Service to transfer data on citizens aged 18–60 to the Ministry of Defense in order to update the registry of conscripts, those subject to military service, and reservists. The Cabinet of Ministers adopted the corresponding Resolution No. 981 on July 29, 2026.
The Tax Service must transfer the data within 90 days. The resolution also regulates the verification of military registration documents by consuls abroad, and the Ministry of Defense, in conjunction with the Office of the Prosecutor General, must establish a procedure for the electronic exchange of data to bring draft evaders to criminal liability. Access to information in the unified registry remains restricted.
The Cabinet of Ministers adopted a resolution approving the updated procedure for maintaining the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists. In particular, the government required the State Tax Service to transfer data on Ukrainians to the Ministry of Defense.
The Cabinet of Ministers also regulated the procedure for consular officials abroad to verify military registration documents. This is outlined in Resolution No. 981 dated July 29, 2026.

Data Transfer from the Tax Service
According to the document, the tax service will, within 90 days, make a one-time transfer of information from the State Register of Individual Taxpayers to the Ministry of Defense. The data pertains to all Ukrainian citizens aged 18 to 60 whose information is subject to entry into the register of persons subject to military service, for the purpose of updating the information.
Integration with Government Databases
In addition, the Ministry of Defense, in cooperation with the Office of the Prosecutor General, will establish, within 30 days after technical implementation, the procedure for obtaining electronic data on the criminal prosecution of persons subject to military service.
Government agencies must review their information-sharing agreements with the Ministry of Defense within 60 days and ensure that their databases are technically ready for electronic interaction with the registry within 90 days.
However, access to the information contained in the Unified State Register of Conscripts, Persons Subject to Military Service, and Reservists remains restricted overall .
