Ministry of Development: The matter of the dismissal of “Ukrposhta” CEO Smiliansky is still under review

The Ministry of Community and Territorial Development of Ukraine received a letter from the National Bank regarding the replacement of Igor Smiliansky, CEO of JSC “Ukrposhta,” after the regulator determined that he did not meet the requirements for professional competence. However, as of now, no decisions have been made to terminate his powers or suspend him from his duties. This is stated in the Ministry’s response to an information request from the publication "Komersant Ukrainian".

According to the Ministry of Development, official correspondence between the agencies continued following the National Bank’s decision of June 23, 2026. Specifically, on July 20, 2026, the Ministry received Letter No. 27-0012/67360 from the NBU “regarding the Ministry of Development’s position on the replacement of the CEO of JSC ‘Ukrposhta.’”

“The Ministry of Development received a letter from the NBU dated July 20, 2026, No. 27-0012/67360, regarding the Ministry of Development’s position on the replacement of the CEO of JSC ‘Ukrposhta.’ As of August 5, 2026, the letter is under review; no response has been sent to the NBU,” the Ministry reported.

The Cabinet of Ministers instructed the Ministry to review the matter

The response also confirms that, following the NBU’s decision, the Cabinet of Ministers involved the Ministry in addressing the situation. This refers to the directive issued by Deputy Prime Minister and Minister of Community and Territorial Development Oleksiy Kuleba on June 29, 2026, which was prepared in response to the NBU’s letter dated June 23 regarding the CEO of JSC “Ukrposhta” failing to meet professional eligibility requirements.

Following its review of this request, the Ministry of Development informed the National Bank in a separate letter on July 23.

There were no new meetings after June 23

“After June 23, 2026, there were no meetings or correspondence between the Ministry of Development and the National Bank of Ukraine regarding Igor Smiliansky’s tenure as CEO of JSC ‘Ukrposhta,’ other than the letters mentioned above,” the response states.

No decision was made to remove Smiliansky

“As of August 5, 2026, the Ministry of Development had not adopted any decision to terminate the powers of or suspend Igor Smiliansky from his duties as CEO of JSC ‘Ukrposhta’ in connection with the NBU’s decision,” the ministry noted.

Who has the authority to dismiss the head of “Ukrposhta”

The Ministry also emphasized that, in accordance with the charter of JSC “Ukrposhta,” the election, termination of powers, or suspension of the CEO falls within the exclusive authority of the company’s supervisory board.

Context

On June 23, the National Bank of Ukraine (NBU) determined thatIgor Smiliansky, CEO of JSC “Ukrposhta,” did not meet the professional suitability requirements for leading a financial payment services provider.

On June 25, the NBU published an official explanation of this decision. Subsequently, a number of media outlets, including “Ekonomichna Pravda,” citing sources at the NBU, reported that the National Bank is in discussions with the Government and the Ministry of Community and Territorial Development of Ukraine regarding further decisions concerning JSC “Ukrposhta.” It was also reported that the NBU may be preparing a new directive regarding the dismissal of the company’s CEO, addressed to the Ministry of Community and Territorial Development of Ukraine.
