The Ukrainian Ministry of Defense plans to conduct official inspections at all territorial recruitment and social support centers. This decision was made following a high-profile incident at one of the regional recruitment and social support centers in the Odesa region. Deputy Defense Minister Mstislav Banik announced this on Facebook, according to "Komersant Ukrainian"
According to the investigation, officials from the district recruitment center and representatives of a local civic organization may have illegally detained men subject to military conscription and used force against them. Following this, the Ministry of Defense held an emergency meeting with the participation of the Army Command.

Deputy Defense Minister Mstislav Banik announced the upcoming inspections. According to him, the incidents at the Odesa Territorial Recruitment Center highlight the need for a thorough reform of the territorial recruitment center system.
Following the emergency meeting with the Army Command, the Ministry of Defense decided to conduct official inspections at all TCCs across the country.
Banik emphasized that such cases must not go unaddressed, and that citizens’ complaints regarding violations at the TCCs must be thoroughly investigated.

What Happened at the Odesa Regional Territorial Recruitment Center
The State Bureau of Investigations reported the exposure of a group of individuals in the Odesa region, which, according to the investigation, included employees of one of the district recruitment centers and a private security company.
According to the State Bureau of Investigations, men subject to military conscription may have been forcibly detained, illegally held, and intimidated. Nine people were detained in connection with the case: six officials from the Regional Territorial Center for Conscription and Military Service and three representatives of a local civil society organization.
Law enforcement officials emphasize that even during martial law, mobilization measures must be carried out strictly within the bounds of the law and with respect for human rights.
What the Ministry of Defense Says
Mstislav Banik stated that the TCC system needs reform, and certain functions should be distributed among other agencies. According to him, there should not be a “closed cycle” of registration and mobilization within a single structure.
“The functions of the TCC should be distributed among other agencies without a closed-loop system for registration and mobilization. The hubs where people will wait to undergo medical examinations and be sent to training centers and brigades must be as comfortable and humane as possible, with 24/7 video surveillance and strict oversight of interactions with citizens at all stages,” Banik said.
According to him, the upcoming reform should change the TCC’s approach to interacting with citizens and make the processes more controllable and transparent.
What Changes Can Be Made to the Work of the Military Registration and Enlistment Offices
The Ministry of Defense emphasizes the need to create a more humane and transparent system. Among the possible changes are increased oversight, video monitoring of processes, and a clear division of responsibilities among different institutions.
The goal is to ensure that people undergoing military medical examinations or awaiting assignment to training centers and military units are treated under normal conditions, and that every stage of interaction with them is monitored.
This approach should reduce the risk of abuse and increase trust in the mobilization system.
