The NBU eased and tightened a number of currency restrictions

The National Bank of Ukraine (NBU) is launching a stimulating currency liberalization program. Starting May 10, 2025, changes to the current currency restrictions will come into effect, including an increase in the limits on payments with corporate cards abroad and a simplified procedure for opening any accounts for military personnel. This was reported by "Komersant Ukrainian" with reference to the NBU.
Ukrainian companies have been given the opportunity to carry out certain foreign exchange transactions in excess of the established limits within the investment limit. It is equal to the amount of funds raised from May 12, 2025, in the authorized capital of these enterprises from foreign investors in foreign currency.
The NBU notes that the changes will not have a negative impact on the foreign exchange market, as transactions will be carried out within the amount of foreign currency funds raised from abroad.
A number of other easing measures have come into effect today:
- the possibilities of financing foreign representative offices of Ukrainian companies are expanding;
- businesses can make payments related to court proceedings for non-fulfillment of terms and conditions under import and export contracts by non-residents;
- limits on payments by corporate cards abroad are increased;
- certain foreign exchange transactions on a forward basis are allowed;
- the possibility of paying consular fees to the accounts of diplomatic missions abroad is provided;
- a simplified procedure for opening any accounts for military personnel is introduced.
What currency restrictions will be tightened?
Several restrictions will be tightened in order to prevent attempts to circumvent the existing ones and to avoid capital outflows from the country.
From now on, the following restrictions will be tightened:
banks are prohibited from completing currency supervision of an import transaction if a non-resident importer returns funds in hryvnia from loro accounts of non-resident banks to the importer;
a monthly limit of UAH 500,000 was introduced for payments abroad by payment cards opened by Ukrainian banks to foreign currency accounts, for transactions with the following codes of traders:
- 7299 “Miscellaneous personal services (not elsewhere specified)”
- 7311 “Advertising services”;
- 7392 “Management, consulting and public relations”;
- 7399 “Business services (n.e.c.)”;
- 8111 “Legal services and lawyers”;
- 8931 “Accounting and auditing services”;
- 8999 “Professional services (n.e.c.)”;
- 9399 “Government services (n.e.c.)”.
