Since 2022, Germany has signed defense contracts worth 111 billion euros

Since 2022, the German government has signed 47,000 contracts for the procurement of weapons totaling 111 billion euros. However, the Ministry of Defense is unable to answer the question of how many of these projects have actually been completed and what portion of the purchased equipment has been delivered to the troops. This was reported on Sunday, April 26, by the dpa news agency, citing the German Defense Ministry’s response to an official inquiry from Left Party Bundestag member Dietmar Barch, according to "Komersant Ukrainian".
According to the ministry’s response, an automated centralized analysis of all procurement projects is “impossible,” as it would require manually processing several thousand pages. The costs for this are “unpredictable,” and the work itself “could lead to delays in projects critical to national defense.”

Thus, the question of the actual readiness of the procured weapons as of March 1, 2026, officially remains unanswered.
Special Fund for Rearmament
On February 27, 2022, then-Chancellor Olaf Scholz announced the beginning of a new era in German defense policy in response to Russia’s invasion of Ukraine. He announced a special fund of 100 billion euros for the rearmament of the Bundeswehr, financed through debt obligations.
Since then, the regular defense budget has also grown: in 2026, the military will have access to €82.7 billion from the state budget and an additional €25.5 billion from the special fund.
MP’s reaction
Dietmar Barch criticized both the rearmament itself and the lack of transparency regarding its results.
“Over 47,000 defense contracts in four years totaling around 111 billion euros—that’s more than 30 deals a day. Yet the ministry can’t even calculate how many projects have actually been completed and what has actually been adopted for service,” he noted.
According to Barch, the German Ministry of Defense lacks oversight and order, which increases the risk that “billions in tax revenues and loan funds will be wasted on delayed or unsuitable projects.”
