“Nova Poshta” Proposes to Compensate Businesses for Losses Caused by Shelling Through Tax Breaks

Vladimir Poperechnyuk, co-founder of Nova Poshta, called on the government to establish a mechanism to compensate Ukrainian businesses that have suffered losses due to Russian missile and drone attacks. He proposes not paying direct compensation from the budget, but rather allowing companies to reduce their tax burden by the amount of their documented losses.

What mechanism is “Nova Poshta” proposing?
According to the company’s co-founder, this is not about supporting individual businesses, but about creating a systemic mechanism to protect the entire Ukrainian economy.
Poperechnyuk proposes that businesses that have suffered losses due to Russian shelling be able to offset those losses by reducing their tax payments by the amount of the documented losses.
In his view, this approach will make it possible to:
- damaged businesses to recover more quickly;
- preserve jobs;
- maintain investment activity;
- boost the confidence of Ukrainian and foreign investors;
- minimize long-term economic losses.

Why This Is Important for the Economy
Volodymyr Poperechnyuk emphasizes that without a clear compensation mechanism, every new Russian attack affects not only a specific company but also the overall willingness of businesses to invest and expand production in Ukraine.
According to him, guarantees of recovery after shelling can signal to investors that the state supports those who create jobs and pay taxes.
“It’s better to provide guarantees to businesses today than to lose much more tomorrow,” notes the company’s co-founder.
Businesses must recover quickly after attacks
Poreshnyuk believes that in the war of economies, the country that can more quickly restore its logistics, production, and enterprises after Russian strikes will prevail.
He is convinced that to achieve this, Ukraine also needs:
- deregulation;
- privatization;
- further reduction of the tax burden;
- simplifying the business environment.
Such steps, in his view, will help make the economy more resilient even in the face of regular attacks.
Russia regularly attacks Nova Poshta’s infrastructure
Since the start of the full-scale invasion, the company’s logistics infrastructure has repeatedly been targeted by Russian strikes.
Specifically:
- in early July, sorting terminals in Kryvyi Rih and Dnipro were damaged;
- earlier, the company’s largest innovative sorting terminal in Kyiv was destroyed as a result of a Russian missile attack;
- branches and logistics centers in other regions of Ukraine were also damaged during the attacks.
Despite this, the company continues to restore its facilities and ensure the uninterrupted operation of its logistics network.
Are there any government compensation mechanisms?
Currently, Ukraine has specific programs in place to compensate citizens and businesses for losses; however, the law does not provide for a universal mechanism for automatically reimbursing businesses for their losses specifically through tax incentives.
Nova Poshta’s initiative effectively proposes creating a new support tool for businesses that have suffered as a result of Russian aggression. Implementing such a model would require amendments to tax legislation and the establishment of a mechanism for verifying the extent of losses.
