The U.S. House of Representatives has passed a bill providing aid to Ukraine and imposing sanctions on Russia. In a vote held on Friday, June 5, the bill was supported by 226 members of the House of Representatives, with 195 voting against it. Among those who voted “yes” were 207 Democrats, 18 Republicans, and one independent congressman. For the bill to take effect, it must still be approved by the U.S. Senate. The bill was introduced in April and provides for the creation of a special fund for Ukraine’s reconstruction. Additionally, it restores the U.S. president’s authority to transfer defense equipment to Ukraine and Eastern European countries through loan or lease arrangements. According to the document, the Pentagon will be authorized to provide intelligence support to Ukraine through the end of 2027. In turn, the State Department commits to strengthening the capabilities of the armed forces and border agencies of the Baltic states.

Expanding tools to pressure Russia

The document also expands the tools for exerting pressure on Russia. The U.S. President will be granted the authority to impose additional sanctions, freeze the assets of Russian individuals and organizations, and impose new export restrictions and tariffs. These measures are aimed at further limiting Moscow’s economic capacity to wage war.

At the same time, cooperation with European partners is being strengthened, including arms supplies, training for Ukrainian military personnel, and intelligence coordination.

Ukrainian Ambassador to the U.S. Olha Stefanishyna called the House of Representatives’ decision “an important step forward” in her X post, emphasizing that it demonstrates continued bipartisan support for Ukraine in the United States.

Consideration of the initiative in the Senate will be the next key stage. There, its fate will depend on the balance of power between Democrats and Republicans, some of whom advocate for reducing the volume of foreign aid.

As noted by Reuters, even if the bill is approved by the upper chamber of Congress, Donald Trump could exercise his veto power. After returning to the White House in January 2025, his administration significantly slowed down the provision of aid to Ukraine. The president has also repeatedly emphasized that he intends to retain control over decisions regarding the imposition of sanctions, without transferring these powers to Congress.
