Alfalfa sprouts, lamb, wine: The State Management of Affairs systematically purchases products from the premium brand Good Wine without holding tenders

The State Administration of Affairs and its affiliated entity, the General Directorate for the Support of Foreign Missions, systematically enter into food supply contracts with LLC “Wine Bureau” (the legal entity behind the upscale Good Wine store) using a simplified procedure—without conducting open tenders. This is evidenced by data from the Prozorro public procurement system and the Opendatabot platform, reports "Komersant Ukrainian".

Procurements are carried out through a negotiated procedure and based on Cabinet of Ministers Resolution No. 1178—due to an “urgent need.”

Accordingly, in all published contracts, the contracting authorities cite the same justification: the emergence of circumstances that do not allow for compliance with the deadlines for competitive procedures.

Based on public data, the State Management of Affairs has been systematically purchasing Good Wine products since 2021.

In 2025, the total value of such contracts amounts to just over 240,000 UAH; in 2024, over 300,000 UAH; and in 2023, over half a million UAH.

What is being purchased for the state leadership

According to data from the public procurement system, buyers primarily purchase fish, vegetables, greens, microgreens (alfalfa and sunflower sprouts), mushrooms, fruits, cheeses, meat (lamb), and wine. Some purchases, particularly fish fillets, reach 4,000–5,000 hryvnias per contract, while the value of contracts for alcoholic beverages typically reaches several tens of thousands of hryvnias. At the same time, the vast majority of items are purchased in small batches or even portions—and sometimes the cost of such transactions may not exceed 100–300 UAH. However, such purchases occur regularly.

One of the largest recorded purchases since the beginning of this year is the supply of wine worth nearly 50,000 hryvnias for the “General Directorate for Servicing Foreign Missions.”
