Before the sale of Centrenergo, the government will restore a strategic thermal power plant in the Kyiv region: details

Following devastating Russian strikes, Ukraine plans to restore the Trypilska Thermal Power Plant—one of the key power plants for Kyiv and the surrounding region—while simultaneously preparing its owner, the state-owned company Centrenergo, for privatization. This was reported by Reuters, citing Dmytro Natalukha, head of the State Property Fund, as reported by "Komersant Ukrainian".

The Trypilska Thermal Power Plant, located near the capital, was critically damaged by Russian missile attacks in the spring of 2024 and has produced almost no electricity since then. Its capacity is 1.8 gigawatts, which is roughly equivalent to two nuclear reactors.

According to Natalukha, the government is currently working on three fronts simultaneously:

  • preparing the plant for the upcoming heating season,
  • direct restoration of the TPP itself
  • and preparing documents for the future privatization of Centrenergo.

These processes are scheduled to be completed by 2027.

“We have to tackle several complex tasks at once, and none of them is simple,” said the head of the State Property Fund.

Reuters notes that since the start of the full-scale invasion, Russia has been systematically attacking Ukraine’s power grid. According to Ukrainian authorities, all of the country’s thermal power plants have been hit, and up to 80% of thermal power generation has been lost.

The Trypilska Thermal Power Plant remains one of the most vulnerable targets for new Russian attacks today. Part of the plant’s roof has been destroyed, and inside, dozens of workers are trying to restore burned-out turbines, boilers, and pipelines to working order.

At the same time, experts doubt that privatizing the energy giant will be easy during the war. Energy analyst Mykhailo Gonchar told Reuters that no investor would want to pour large sums of money into a facility that could become a target for Russian strikes at any moment.

In addition to the Trypilska TPP, Centrenergo owns two other large power plants in eastern Ukraine—the Vuhlehirsk and Zmiivska plants. The former was occupied by Russian forces at the start of the war, while the latter also sustained critical damage as a result of attacks in 2024.

Despite the risks, the State Property Fund believes that major European and American energy companies may express interest in the privatization of Centrenergo.

The installed electrical capacity of the Trypilska TPP is 1,800 MW. This makes it a critically important facility that provided electricity to about 3 million people in the Kyiv, Cherkasy, and Zhytomyr regions. On April 11, 2024, as a result of a massive missile attack by Russian forces, the Trypilska TPP was completely destroyed (the turbine hall was destroyed).
