Electricity prices in Ukraine could fall following integration with the EU, says Gerus

Following the integration of Ukraine’s and the European Union’s energy markets, electricity prices in Ukraine may not rise, as some consumers fear, but rather fall due to increased competition and access to the European market.
This was stated by Andriy Gerus, Chairman of the Verkhovna Rada Committee on Energy, Housing, and Utilities, in an interview with the Verkhovna Rada press service, as reported by "Komersant Ukrainian".
According to Gerus, the widespread claim that after integration, Ukrainians will automatically pay for electricity at higher European prices does not correspond to the actual market situation.
“It is a myth that electricity prices in Europe are higher than in Ukraine. In most months of 2025, prices were actually higher in Ukraine than in European countries,” he said.
The head of the parliamentary committee explained that in recent years, renewable energy generation has been actively developing in EU countries, which contributes to lowering the cost of electricity on the market.

“A lot of green generation is being built in Europe, so there is actually a downward trend in prices there, especially in the spring and summer months,” Gerus noted.
In his opinion, after the implementation of the market coupling mechanism, which provides for the integration of the Ukrainian and European electricity markets, prices in Ukraine may move downward. At the same time, Gerus acknowledged that if electricity prices rise in EU countries and Ukraine’s own generation capacity is insufficient, this could have some impact on the domestic market.
“If electricity becomes more expensive in the EU and domestic generation is insufficient, then electricity in Ukraine may become slightly more expensive,” he said.
According to the committee chairman’s assessment, if trends in the European energy market remain the same as they have been over the past year, the most likely scenario for Ukraine will be a gradual decline in prices.
As a reminder, the President of Ukraine signed Law No. 4834-IX, which provides for the gradual integration of the Ukrainian and European energy markets. According to Gerus, the full launch of the market coupling mechanism is expected in 2028.
