The “Health Screening 40” program has been updated: what has changed for Ukrainians

The Cabinet of Ministers has updated the rules for participating in the “Health Screening 40” program. Ukrainians no longer need to wait 30 days after their birthday to apply for a preventive health screening. If a person has already turned 40, they can apply through “Diyu” or a local administrative service center at a time convenient for them. The Ministry of Health and the Ministry of Digital Transformation announced the changes, according to "Komersant Ukrainian"
At the same time, the government has set a new deadline for using the funds. Once the funds are credited, the participant will have two months to undergo the examination at the selected medical facility. If the service is not used within this time, the funds will automatically be returned to the state budget.
What has changed in the program
The main change is the removal of the birthday requirement. Previously, you could only apply for the program 30 calendar days after your birthday. Now, this restriction has been removed.
If a Ukrainian citizen has already turned 40, they can apply independently via the “Diya” app or contact the nearest Administrative Services Center. The Ministry of Digital Transformation explained that the changes are intended to make the program more accessible and convenient for people who want to undergo a preventive medical examination without unnecessary delays.
How much time is given to undergo the examination
After the funds are credited to a special account, the program participant will have 2 months to use the service at the selected medical facility.
If a person does not complete the screening within this time, the funds will automatically be returned to the state budget.
For those who have already received funds, a transition period is provided: they can be used within two months of the new rules taking effect, that is, until the end of June.
What is “Health Screening 40”?
“Health Screening 40” is a national program for the early detection of chronic diseases. It allows Ukrainians aged 40 and older to undergo basic preventive examinations at the state’s expense.
The program helps:
- detect disease risks in a timely manner;
- monitor health status;
- prevent complications;
- avoid waiting for symptoms to appear and get checked in advance.
Under the program, Ukrainians can receive 2,000 UAH for a medical examination.
In Ukraine, more than 1,600 medical facilities already offer proactive preventive screenings to citizens aged 40 and older.
How to apply
There are two ways to apply:

Once the application is approved, the funds are transferred to a special account. Next, the person selects a medical facility participating in the program and undergoes an examination.
What examinations does the program include?
The program is focused on the early detection of chronic diseases and risk factors. According to the Ministry of Health, screening includes a physical examination, a questionnaire to assess risks, and laboratory tests.
Such preventive checkups are especially important after age 40, when the risk of cardiovascular disease, diabetes, cancer, and other chronic conditions increases.
Why the program was updated
The government changed the rules to remove inconvenient restrictions and simplify the service. Previously, some people could not apply when it was convenient for them because the system was tied to their birthday. Now, you can apply at any time after turning 40.
At the same time, the government has limited the period during which funds can be used so that they do not sit idle in accounts and can be utilized more effectively within the program.
