Russia is targeting ports: the government is preparing emergency measures to ensure exports

Ukrainian Prime Minister Serhiy Koretskyi held an emergency meeting following the latest Russian attacks on Ukraine’s port infrastructure. The government stated that Russia’s strikes pose serious risks to exports, the agricultural sector, and the country’s economy as a whole.

Russian attacks threaten Ukrainian exports
According to Koretsky, enemy strikes on seaports directly impact logistics operations and could cause disruptions in the supply of Ukrainian products to international markets.
Representatives of the agricultural sector and relevant associations participated in the meeting. The parties discussed priority steps to minimize the impact of Russian attacks.
“We are working on diversifying and restoring supply channels. At the same time, we are preparing a package of measures to support the industry, particularly in cooperation with banks regarding financing for producers, and we are also stepping up diplomatic efforts with partner countries that are key export markets,” the prime minister noted.
What measures is the government preparing?
Following the meeting, the government identified several key areas of focus:
- restoring alternative logistics routes;
- diversifying exports of Ukrainian products;
- supporting agricultural enterprises through bank financing;
- intensifying negotiations with international partners to ensure the stable operation of export routes.

Why the Situation Is Critical
Following the latest Russian strikes on port infrastructure in Odesa, Chornomorsk, and the Mykolaiv region, the operations of Ukrainian maritime terminals have become significantly more difficult.
A significant portion of Ukraine’s agricultural exports, which provide foreign currency revenue to the state budget, passes through these ports.
Experts have repeatedly emphasized that any disruptions in port operations directly affect:
- Ukraine’s foreign exchange earnings;
- global grain supplies;
- the food security of many countries.
Zelenskyy previously spoke about supporting maritime routes
Earlier, President Volodymyr Zelenskyy announced an agreement with the President of the United Arab Emirates to support global food security and ensure the stable operation of maritime trade routes.
At the same time, Ukrainian authorities emphasize that Russia is systematically attacking civilian port infrastructure in an attempt to block Ukrainian exports.
According to official data, since the start of the full-scale war, Russia has already attacked 232 civilian vessels in the Black Sea.
