Another group of Ukrainians will be able to apply for a deferral through “Reserve”: who is affected by the update

The “Reserve” app has expanded the list of citizens who can apply for a deferment from mobilization entirely online. This option is now available not only to teachers and academic staff but also to researchers at higher education institutions and research organizations.
This was reported by the Ministry of Defense of Ukraine, according to "Komersant Ukrainian"
The ministry emphasized that the electronic service operates automatically: the system independently verifies a person’s data in state registries and, if the information is current, issues the deferment without any additional action required from the applicant.
Who can now apply for a deferment online
The new feature in “Reserve” extends to representatives of the scientific community. Specifically, the following individuals can apply for a deferment online:
- research staff at institutions of higher education;
- employees of research institutions;
- staff of the Presidium of the National Academy of Sciences of Ukraine;
- employees of specialized national academies of sciences;
- staff of the administrative offices of the aforementioned organizations.
In addition, as before, scientific, teaching, and educational staff of institutions of higher, pre-higher, and vocational education retain the right to apply for deferment through the “Reserve.”

What conditions does the system check?
For the deferral to be processed automatically, the person’s information must be correctly entered into the Unified State Electronic Database on Education(EDEBO).
The system checks several key conditions:
- primary place of employment;
- employment at a rate of at least 0.75 FTE;
- eligibility for deferment based on the position held;
- compliance of the position with the list of research staff;
- registration of the institution or research organization in the Unified State Electronic Database of Education (USEDE);
- state accreditation of the institution, if the work involves research activities.
If all this information is current and matches the information in the registries, the deferral can be processed automatically through the application.
How to submit an application to “Reserve”
The Ministry of Defense explained that the application process has been simplified as much as possible. To submit an application, you need to:
- Log in to the “Reserve” mobile app .
- Select the category “Higher and vocational education employees, researchers.”
- Click the “Submit Request” button.
- Wait for the automatic data verification.
If the information in the state registries is up to date, the deferral will be processed without a visit to the TCC or the submission of additional paper documents.
What to do if the system denies your request
If “Reserve” issues a rejection, the Ministry of Defense advises contacting your employer or HR department first, rather than the TCC.
The most common reason for rejection is outdated, incomplete, or incorrect data in the Unified State Electronic Database of Civil Servants (USEDCS). For example, the database may incorrectly list the position, salary, primary place of work, or status of the institution.
After correcting the information in the EDBO, the person can resubmit the request in the app.
