Draft law on mobilisation: what important amendments were supported by the Rada committee

The National Security, Defence and Intelligence Committee has considered all 16 areas of the draft law on mobilisation. This was reported by MP Iryna Friz, according to Kommersant Ukrainian ![]()
After preparing a table with amendments in these areas, next week the Committee will prepare a decision based on the consideration/rejection/partial consideration of the proposals submitted by MPs. Then it will be considered by the Verkhovna Rada of Ukraine.
The main issue of demobilisation was decided to be discussed during the consideration of amendments, not in the wording proposed by the government. This means that the current version does not have the support of the Committee. We believe and will continue to insist that the terms of discharge and the calculation procedure should contain a clearly defined differentiation for those who have been on the reserve for 12 or 18 months. We also believe it is necessary to remove the reference to the decision of the Rate Commission in the issue of dismissal.
The Committee supported the proposal:
Education
Postgraduate students studying on a contract basis will be able to receive a deferment on a par with those studying on a state-funded basis. However, the process of their studies will be checked by the Ministry of Education and Science. The Ministry of Education will introduce intermediate mandatory exams and make the exam for admission to postgraduate studies more demanding to eliminate the possibility of evading mobilisation.
Doctoral students and those enrolled in internships will be granted a deferral.
Citizens of Ukraine who are enrolled in educational institutions and were entitled to a deferment for the duration of their studies retain this right until the end of the current academic year. Except for persons expelled for failing grades.
Basic military service
The draft law was supported with the clarification of clear terms of service. The final version will be adopted during the consideration of amendments to the basic military training.
Dismissal from military service
The provision on dismissal from military service in connection with the election as a member of the Verkhovna Rada of Ukraine or the Verkhovna Rada of the Autonomous Republic of Crimea was excluded.
The decision on the provision on military registration of citizens who have left Ukraine for more than three months and the introduction of an obligation for them to register within 30 days from the date of entry into force of the Cabinet of Ministers’ resolution on the specifics of military registration of those who are permanently or temporarily abroad was postponed. We will consider the appropriateness of the rule when considering the amendments and based on the number of persons who may be registered.
On the performance of military transport duty
We supported the ban on the disposal of vehicles that are registered with the military in the TCC and JV. This means that during martial law, vehicles that are already registered and will be registered with the CCs and JVs will not be able to be sold, donated, etc.
New draft law
on 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without proposals from the relevant committee. It is expected to be voted on as a whole at the end of February, and the draft law may come into force in April.
The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting the demobilisation period at 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
