Registration for master’s and doctoral programs has begun: what are the rules?

Registration for entrance exams for master’s and doctoral programs has begun in Ukraine and will continue until mid-May. This was reported by the Ministry of Education and Science, according to [Komersant].
The process is coordinated by the Ministry of Education and Science of Ukraine and is increasingly shifting to a digital format.
“Registration for participation in entrance exams for master’s and doctoral programs runs from April 23 to May 14. This includes the Unified Entrance Exam (UEE), the Unified Professional Entrance Exam (UPEE), and the Unified Entrance Exam in Research Methodology (UEE). This is a mandatory step for admission to the second (master’s) and third (doctoral) levels of higher education,” the statement reads.
How will applicant registration take place?
Registration takes place through university admissions committees and allows for both in-person and remote formats. Online submission of documents using an electronic signature has effectively become the standard, although a simplified procedure remains in place for applicants from temporarily occupied territories.
Admission requirements remain competitive. Master’s program applicants may submit up to ten applications, but only some of them are eligible for state-funded spots, and each application must be clearly prioritized. The minimum passing score is set at 130.
Requirements for doctoral programs are even stricter, as applicants must achieve a high total score, and full-time study is funded exclusively by the state.
An important new feature remains the option to take exams abroad. However, the number of spots at foreign testing centers is limited, so access to this option is not guaranteed for everyone.
As a reminder, the Ministry of Education and Science of Ukraine previously updated the Admission Procedure for Higher Education in 2026, which sets out the rules for the admissions campaign for bachelor’s, master’s, and doctoral programs.
