The government has maintained a single fixed electricity price for individual and collective household consumers at UAH 4.32/kWh until October 31, 2025. This was reported by the Ministry of Energy, according to [Kommersant].

the “night tariff” for consumers with a two-zone meter, which amounts to UAH 2.16 per kWh, also remains in force.

This follows from the decision of the Cabinet of Ministers, which extended the Regulation on the Imposition of Special Obligations on Electricity Market Participants to Ensure Public Interests in the Functioning of the Electricity Market until October 31, 2025.

How electricity tariffs have changed

In 2021, for the first time in three years, the electricity tariff in Ukraine was increased to UAH 1.68/kW.

In June 2023, another increase in the electricity tariff took place – 2.64 UAH/kWh, regardless of the volume of consumption.

On June 1, 2024, the electricity tariff for households increased by as much as 60% and has since amounted to 4.32 UAH/kWh, regardless of consumption.

At the time, the Ministry of Energy stated that the market price for electricity in Ukraine was almost 7.5 UAH/kWh at that time.

As a reminder, electricity tariffs for households, unlike gas tariffs, are not subject to a moratorium on increases.

As you know, a few days ago, Naftogaz of Ukraine announced that the annual gas tariff for residential consumers under the fixed plan for the period from May 1, 2025 to April 30, 2026 will remain unchanged at UAH 7.96 per cubic meter (including VAT).

The NBU predicts a decrease in the electricity deficit

According to the NBU’s April inflation report, in 2025, the electricity deficit, including imports, will amount to 3%, which is 1% less than forecasted in January. In 2026, the deficit is expected to be 1%, although the January report predicted 2%. In 2027, the NBU estimates that the electricity deficit will almost disappear: the forecast is 1%. The NBU notes that the reduction in the deficit was made possible by rapid repairs of shunting generation and energy infrastructure, the development of distributed electricity generation and renewable energy capacities.
