Ukraine is purchasing missiles and other U.S. weapons from Turkey

Ukraine has purchased 70 M39 ATACMS ballistic missiles, 12 M270 multiple launch rocket systems capable of firing GMLRS and ATACMS missiles, and tens of thousands of cluster munitions from Turkey. This is stated in reports from the U.S. State Department published in the official record of the U.S. Congress, writes "Komersant Ukrainian", citing Militariy.
The transfer is scheduled to begin immediately after the conclusion of the 15-day statutory review period for Congress. The State Department submitted the relevant documents to lawmakers on August 3, 2026.

The law requires notification to Congress if the original cost of major defense equipment models is at least $14 million or the total cost of other defense goods and services is at least $50 million.
However, Congress is not required to vote separately to authorize the transfer. If, within 15 calendar days, both houses of Congress do not pass a joint resolution to prohibit the transfer, the U.S. government’s approval for reexport automatically takes effect. The House of Representatives is in recess until August 31, 2026, and the Senate until September 14, 2026.
In total, Congress was notified of the transfer to Ukraine of:
- 12 M270 MLRS launchers;
- 70 M39 ATACMS ballistic missiles;
- 2,524 unguided 227-mm M26 rockets with DPICM cluster warheads;
- 47,000 M509A1 203-mm cluster artillery shells for the 2S7 “Pion” and M110 self-propelled howitzers.
According to the report, the transfer will be carried out through Turkish, Bulgarian, and American defense and logistics companies that are authorized exporters.
The State Department has informed Congress that it is prepared to authorize the transfer, as it aligns with U.S. security assistance objectives.
The documents note that Turkey seeks to reduce its stockpiles of obsolete weapons in order to focus financial resources on modernizing and maintaining its existing systems. Ukraine, for its part, wants to acquire these weapons to strengthen its offensive and defensive fire support capabilities in countering the Russian invasion.
