The government could be reshuffled as early as tomorrow: Svyrydenko has submitted a motion to the Verkhovna Rada

The Verkhovna Rada of Ukraine has officially received Prime Minister Yulia Svyrydenko’s resignation letter. Parliament plans to consider the document as early as July 14, after which the procedure to replace the head of government may begin. This was reported by "Komersant Ukrainian", citing Verkhovna Rada Chairman Ruslan Stefanchuk and People’s Deputy Yaroslav Zheleznyak.
Stefanchuk confirmed receipt of the letter
Verkhovna Rada Chairman Ruslan Stefanchuk stated that the prime minister’s resignation letter has already been registered with Parliament.
“Parliament will consider this matter in the near future in accordance with established procedure,” he noted.
The Speaker of the Verkhovna Rada thanked the Prime Minister for her work at the helm of the government “during an extremely difficult time for the country, for her contribution to strengthening the economy, supporting the people, and advancing Ukraine on its path toward the European Union.”
According to People’s Deputy Yaroslav Zheleznyak, the vote on the government’s resignation is scheduled for July 14.
Who will head the Cabinet of Ministers after Svyrydenko’s resignation
If the Verkhovna Rada approves Yulia Svyrydenko’s resignation, First Deputy Prime Minister and Minister of Energy Denys Shmyhal will temporarily serve as acting head of government.
He headed the Cabinet of Ministers of Ukraine from 2020 to 2025, after which he assumed the position of First Deputy Prime Minister.

When Might a New Prime Minister Be Appointed?
According to Yaroslav Zheleznyak, the Verkhovna Rada plans to:
- appoint a new prime minister;
- form a new Cabinet of Ministers;
- reappoint or confirm new ministers.
According to the lawmaker, July 15 has been set aside for political consultations on personnel appointments, as Ukrainian President Volodymyr Zelenskyy will not return to the country until late Tuesday evening.

Who Is the Leading Candidate for Prime Minister?
According to members of parliament, the leading contender for the position of the new prime minister is Serhiy Koretskyi, chairman of the board of Naftogaz of Ukraine.
The day before, Ukrainian President Volodymyr Zelenskyy held a private meeting with him, which only reinforced speculation about the upcoming appointment.
At the same time, on July 12, the head of state announced that he had offered Yulia Svyrydenko a new position. According to lawmakers, this involves a possible appointment as Ukraine’s ambassador to the United States, though there is no official confirmation of this at this time.
What the Prime Minister’s Resignation Means
The resignation of the head of government automatically triggers the process of forming a new Cabinet of Ministers.
According to the law:
- The Verkhovna Rada votes on the prime minister’s resignation;
- the government continues to perform its duties until a new Cabinet is formed;
- Parliament appoints a new prime minister upon the recommendation of the President of Ukraine;
- after which the composition of the new Cabinet is approved.
