The government has promised farmers loans secured by grain

The Ministry of Agrarian Policy, in collaboration with other agencies, is preparing a set of measures to ensure that agricultural producers have access to financing amid the growing challenges in maritime logistics. This was reported by the Ministry of Agrarian Policy and Food of Ukraine, according to "Komersant Ukrainian".
The Ministry of Agrarian Policy, together with the Ministry of Finance, the Ministry of Economy, the National Bank of Ukraine, the banking sector, and relevant agricultural associations, is working on a set of measures to ensure that agricultural producers have access to financing amid challenges in maritime logistics.

According to Minister of Agrarian Policy and Food Taras Vysotsky, a mechanism is being developed to extend preferential lending under the “Affordable Loans 5-7-9%” program for working capital purposes, utilize state guarantees, and ease lending conditions for farmers ahead of the 2027 planting season.
“The need for additional financial instruments arose due to the temporary suspension of ship entries into the ports of Greater Odesa following Russian attacks on civilian vessels,” the Ministry of Agrarian Policy noted.
Discussions have already taken place with agricultural producers, banks, and industry associations regarding the extension of the “5-7-9” preferential lending program for working capital purposes for the 2027 planting season.
“The Ministry of Finance is finalizing the allocation of state guarantees among banks, and the National Bank of Ukraine is working to ease requirements for agricultural producers as borrowers. This set of measures should make it possible to secure additional financing using the already harvested crop as collateral, so that the fall planting season and preparations for the spring season can take place on time,” Vysotsky said.
The minister emphasized that the current problems with maritime exports are comparable in scale to the situation at the start of the full-scale invasion. At the same time, Ukraine already has experience in rapidly reorienting cargo flows and developing alternative logistics.
“The key now is to apply this experience much more quickly, as there is significantly less time to adapt. That is why, from the very first days, active work has been underway both domestically and with international partners,” he emphasized.
In particular, Ukraine is already engaged in intensive dialogue with international partners regarding the swiftest possible restoration of stable operations along the maritime export corridor. At the same time, the government continues to develop alternative logistics routes.
The Danube corridor will remain a key component of export logistics. The potential of land routes will also be maximized, the minister said.
Since the start of the full-scale war on Ukraine’s western border, more than ten new dry ports have been established, which will soon provide additional opportunities for transshipment and export of Ukrainian products.
Financial and logistical solutions should help ensure that fieldwork is carried out on time, contractual obligations are fulfilled, and the industry continues to operate stably amid security challenges.
