A new format of rehabilitation assistance will appear in Ukraine. What will change

The Cabinet of Ministers of Ukraine has adopted a resolution introducing a rehabilitation monopoly service. This was reported by the Ministry of Health, "Komersant Ukrainian" reports.
As explained by the Ministry, this innovation means that specialists (physical therapist, occupational therapist, or speech and language therapist) will be able to provide rehabilitation care separately from multidisciplinary teams, if necessary, independently and in cooperation with family doctors. This is especially important for veterans and citizens who need to recover from injuries or illnesses.
According to the Minister of Health of Ukraine, Viktor Lyashko, the introduction of the mono-service will make rehabilitation care even more accessible to patients, in particular those who need only one type of therapy.
“Thanks to the mono-service, patients will be able to get help faster, and medical institutions will focus on more complex cases and reduce the burden on hospitals. Integration of rehabilitation at the primary level is a step towards ensuring a continuous rehabilitation process and improving the quality of medical services in each community,” emphasized Viktor Lyashko.
The services will be provided on an outpatient basis, at the patient’s home or in the community where they live. Outpatient rehabilitation, which is provided close to home, will allow patients not only to continue their recovery after discharge from the hospital, but also to study or work at the same time.
Such services will be financed under the medical guarantees program. Payment for the provision of the mono-service is included in the package “Rehabilitation care for adults and children on an outpatient basis”. This will help avoid additional costs from the state and local budgets.
According to the adopted amendments, the Ministry of Health of Ukraine will approve an exhaustive list of health conditions for which rehabilitation care can be provided by a rehabilitation specialist independently at the primary level of medical care upon referral by a family doctor.
The list of free medical services for veterans has been expanded
The Ministry of Health and the National Health Service of Ukraine, together with the Ministry of Veterans, have announced the launch of a pilot project that expands the list of free medical services for war veterans at the primary health care level.

Discharged combatants and persons with war-related disabilities will be able to use the expanded list of free services.
From now on, veterans who have signed declarations with their family doctor will be able to receive additional examinations and treatment in medical institutions that will conclude an agreement with the NHSU for extended services at the primary health care level, including
– drawing up an individual plan of observation and management (treatment, examination, diagnosis, preventive examinations) in accordance with the war veteran’s health status, existing chronic diseases, medical history and taking into account his/her risk group
– conducting extended screening for conditions related to the consequences of combat actions;
– psychological assistance, including individual and group therapy, cognitive behavioral therapy sessions, stress, anxiety and depression management programs;
– treatment of chronic conditions and consequences of combat injuries, including consultations with specialists (orthopedist, neurologist, etc.)
– participation in the implementation of individual rehabilitation plans for recovery from injuries and diseases;
– participation in the treatment of diseases and injuries of the musculoskeletal system, including arthritis, osteoarthritis and joint diseases.
To receive free medical services, you need to sign a declaration with your family doctor (or visit a doctor with whom you have already signed a declaration) and provide an application for services, a document confirming your veteran status, a passport or other identity document, and an identification code.
